A cashiers check, certified check, or surety bond in amount of five percent (5%) of the bid shall accompany the sealed proposal of each bidder, for all bids over $50,000, or as otherwise applicable by State Law. Checks or surety bonds will be returned to unsuccessful bidders. No bidder may withdraw his bid for a period of forty-five (45) days after bid opening date. The owner reserves the right to reject any or all bids and waive any informalities.
