Sources Sought Synopsis Architect-Engineer Services for Planning, Engineering, And Engineering During Construction in Support of the U.S. Army Corps of Engineers, Galveston District and the Southwestern Division This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS, THEREFORE NO SF 330 FORM IS REQUIRED AT THIS TIME. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers - Galveston District has been tasked to solicit and award Architect-Engineer (A-E) contracts for civil works related engineering areas, such as: flood damage and risk reduction; floodplain modeling; coastal erosion; storm damage risk reduction and beach nourishment; shoreline and stream bank erosion protection; shallow and deep draft navigation; environmental and ecosystem habitat restoration; comprehensive watershed evaluations; infrastructure; and multi-purpose water resources projects within the SWG and SWD AOR. The proposed acquisition will be competitive indefinite delivery-indefinite quantity contracts within a Multiple Award Task Order Contract (MATOC). Although primarily intended for Galveston District and Southwestern Division use, this MATOC also provides flexibility to support the enterprise for high priority projects or emerging programs if capacity in other regions is inadequate. Task order types would include firm fixed price, cost plus award fee, cost plus fixed fee, time and materials, and labor hours. The type of set-aside decisions to be issued will depend upon the responses to this synopsis. The purpose of this synopsis is to gain knowledge of interest and capabilities of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zone (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), or Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition among the potential pool of responsible firms. Small Business, Section 8(a), HUBZone, SDVOSB and WOSB businesses are highly encouraged to participate. The Government is seeking qualified, experienced sources for professional, multi-discipline A-E Services, procured in accordance with Public Law 92-582 (Brooks Act) and Federal Acquisition Regulation (FAR) Part 36, capable of performing services to support the development of design deliverables for civil works related projects. Minimum capabilities required include comprehensive planning, technical analysis, engineering, design, and engineering during construction including preliminary studies through feasibility report development; engineering design through detailed plans, specifications, and design analysis/design documentation report preparation; design-build request for proposal development; value engineering; technical and biddability, constructability, operability, environmental, and sustainability (BCOES) reviews; documentation for right of entry and right of way; and engineering during construction for both inland and coastal civil works. The contract period of performance is for a two (2) year base and three (3) two (2) year options. The total contract capacity will not exceed $775,000,000. The estimated minimum size of a task order is $2,500. The estimated maximum size of a task order is $10,000,000 with the average size task order of $1,000,000. Firms must have ability to perform up to three (3) task order simultaneously. The North American Industry Classification System code for this procurement is 541330 with a small business size standard of $16.5M. Small Business firms are reminded under FAR 52.219-14 (Deviation 2019-O0003), Limitations on Subcontracting. Firm will not pay more than 50% of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50% subcontract amount that cannot be exceeded. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Award will be based on selection of the most highly qualified firm in accordance with A-E Brooks Act procedures in accordance with FAR 36.6. Anticipated A-E draft synopsis issuance date is on or about June 2022. The official synopsis citing the solicitation number will be issued on Contract Opportunities https://sam.gov/ and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm's response to this Synopsis shall be limited to two (2) pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's Business Size - Large Business, Small Business, 8(a), HUBZone, SDVOSB, and WOSB. 3. Firm's Joint Ventures (existing), including Mentor Proteges and teaming arrangement information is acceptable. 4. What type of work can you self-perform that is similar in scope to this project 5. What type of work would you look to subcontract for 6. What is the maximum task order value you are capable of performing 7. Does your firm have the capability to perform services within the primary boundary of the Southwestern Division (AR, KS, LA, MO, OK, TX) 8. Does your firm have the capability to perform services in support of the absolute boundary of the Continental United States (CONUS) 9. Does your company currently have an acceptable accounting system capable of managing the various contract types other than Firm Fixed Price (FFP) to include Cost Plus Award Fee, Cost Plus Fixed Fee, Time and Materials, and Labor-Hour contract types For clarification, this is NOT requesting Cost Accounting Standards (CAS) compliance from FAR part 30 or 48 CFR 9903.201. This is a separate but related requirement for an acceptable accounting system as defined by DFARS 252.242-7006 below: (1) "Acceptable accounting system" means a system that complies with the system criteria in paragraph (c) of this clause to provide reasonable assurance that-- (i) Applicable laws and regulations are complied with; (ii) The accounting system and cost data are reliable; (iii) Risk of misallocations and mischarges are minimized; and (iv) Contract allocations and charges are consistent with billing procedures. (2) "Accounting system" means the Contractor's system or systems for accounting methods, procedures, and controls established to gather, record, classify, analyze, summarize, interpret, and present accurate and timely financial data for reporting in compliance with applicable laws, regulations, and management decisions, and may include subsystems for specific areas such as indirect and other direct costs, compensation, billing, labor, and general information technology. Interested Firm's shall respond to this Sources Sought Synopsis no later than 2:00 PM Central Time 16 May 2022. The Government may schedule one-on-one meetings as an early exchange of information in accordance with FAR 15.201, Exchanges with Industry before receipt of proposals. As stated in FAR 15.201(f), any general information disclosed in these meetings will be made available to the public as soon as practicable, but no later than the next general release of information, to avoid creating an unfair competitive advantage. Any materials distributed by the Government at these meetings shall be made available to all potential offerors upon request to the contract specialist identified below. All interested firms must be registered in SAM to be eligible for award of Government contracts.
