For the Forest Hills Cemetery Expansion project. Each bid must be accompanied by a Bid Guaranty of not less than five percent (5%) of the amount of the bid, in the manner required by the Instructions to Bidders. The work to be done consists of furnishing all materials, tools, and equipment and performing all labor necessary to expand the existing Forest Hills Cemetery by adding two new burial sections (sections 11 & 12) for grave plots, new circumferential driveways with associated storm drainage around the two new cemetery sections, a new access drive to the existing soil stockpile area, the installation of a temporary sediment basin, the replacement of an existing culvert, and the reconstruction of a portion of the existing driveway system within the cemetery. The project will also include the staking and marking of the corners of all individual cemetery plots and the installation of landscaping plants and benches. An Alternate Bid is being requested that will reduce the scope of work by limiting the number of cemetery plots to only the front portion of sections 11 and 12 that face the existing drive,eliminating the circumferential driveway around the two sections and the installation of landscape plants and benches outside the phase 1 area. A separate Alternate Bid total will be tabulated. Each bidder will be required to submit evidence with his/her bid that they have sufficient means and experience in the types of work described in the Contract Documents. This evidence shall be in the form of AIA document A305 and the other items addressed in the Instructions to Bidders. The Bidder states that he understands that the work must be substantially completed within 150 consecutive calendar days following the Notice to Proceed. Final completion of the work must be completed within 30 consecutive calendar days of substantial completion. The Bidder understands that liquidated damages in the amount of Four Hundred Dollars ($400.00) shall be assessed for each consecutive calendar day for unauthorized delays beyond the contract date for failure to achieve Substantial Completion; Two Hundred Dollars ($200.00) for each consecutive calendar day for unauthorized delays for failure to achieve final completion by the contract time; and Two Hundred Fifty Dollars ($250.00) per day for failure to clean up the construction site. The liquidated damages are not a penalty but are for damages resulting to City since the actual damages would be difficult or impossible to ascertain. Time is of the essence. No submitted bid may be withdrawn for a period of sixty (60) days after the scheduled closing time for the receipt of bids. All bidders must comply with all state and local laws, and ordinances regarding fees, licensing and bidding requirements. The City of Rock Hill reserves the right to reject any or all bids, to waive informalities and irregularities, or to re-advertise for bids.
