The purpose of this mandate is to award a contract for the development, planning and carrying out of phase I, II or III environmental characterization studies for six potentially contaminated sites resulting from past hydrocarbon exploration as well as the presence of any other source of contamination resulting from these activities. The well sites covered by this call for tenders are: A041, A155, B059, B060, B174 and B211. No Aboriginal consultation is required for these sites. This contract will begin on the date of signature by both parties and end no later than July 31, 2023. The tender must be presented by a service provider having, in Quebec or in a territory covered by an intergovernmental agreement, an establishment where it carries out its activities on a permanent basis, clearly identified in its name and accessible during normal business hours. The Minister particularly draws your attention to clauses 3.15 and 3.16 of the call for tenders document which indicate the conditions of eligibility of service providers to tender and compliance of tenders to be respected within the framework of this call for tenders. . The service provider must be qualified on the PQ-DBH-CARAC-2019 list for carrying out environmental characterization and rehabilitation of inactive hydrocarbon well sites. The Department does not undertake to accept any of the tenders received. The method of contractor selection has not been determined at this time.
