Sources Sought Notice REVETMENT/ AT LAKE SHELBYVILLE DAM CONTRACT INFORMATION: The U.S. Army Corps of Engineers (USACE), St. Louis District, is seeking businesses that are interested in and capable of performing shoreline revetment work by placing riprap along the edge of Lake Shelbyville located in on the Kaskaskia River in Shelby County, Illinois. Contract is anticipated to be a base contract with 4 optional years with the typical Period of Performance for a task order to be 365 days, based on lake elevation and flow constraints. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or make a contract award. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal, quote or invitation for bid. The sole purpose of this notice is to identify potential System for Award Management (SAM) Database registered businesses that are interested and capable of performing this work. USACE is not responsible for any costs incurred by interested parties in responding to this Sources Sought. PROJECT DESCRIPTION: The work covered by this contract consists of furnishing all labor, equipment, and materials necessary for the mobilization and installation of offshore breakwater structures within the Lake Shelbyville Project boundary line. All excavation, site preparation, backfilling, and placement of riprap along the shoreline shall require the use heavy equipment, work barge and/or boat, and dump trucks. Some areas are accessible by land. All Riprap shall be contractor furnished and have a quality designation of "A" as per Illinois Department of Transportation (IDOT) standards. Contract Areas and Construction limits: The primary contract areas are located on the shoreline of Lake Shelbyville located in Shelbyville, IL within the Illinois Counties of Shelby and Moultrie. Work associated with this requirement includes, but is not limited to: mobilization, de-mobilization and site preparation to include the installation of a suitable loading area that allows for riprap barge access and material deployment; installation of offshore breakwater structures through the placement of riprap on top of geotextile according to contract specifications. Order of work will be highly dependent on lake levels and weather. The contractor shall monitor daily the lake levels so that work schedules can be adjusted accordingly. Contractor may be required to suspend and re-commence operations throughout the work duration if lake levels get too high for riprap placement Required Trades: The contractor shall have the capabilities of supplying trades including, but not limited to laborers, heavy equipment operators, dump truck drivers, barge/boat operators, and professional engineering services. Required certifications: Any state or local Government permits to include but not limited to IDNR, IEPA, Moultrie and Shelby County permits for hauling material or stormwater runoff, etc. All 404 permits will be the responsibility of the Lake Shelbyville Project Office. Required Equipment: The contractor shall have the capabilities of supplying multiple pieces of equipment including, but not limited to, the types of equipment as described below for performance of work: Dump trucks for hauling riprap USCG-certified barges/boats rated for the work described Front-end loader and other equipment to move/haul/place riprap CAPABILITY STATEMENT: 1. Please provide examples of work, "indicating equipment utilized" that your company has performed in the areas listed below; if work was sub-contracted, please annotate this. No more than (3) three projects in any area of work performed. Describe past work experience showing all or more than one of the areas listed that were performed under one contract. Areas of work involving characteristics that are similar to the types of work described herein: Shoreline Revetment projects utilizing vessels to place riprap 2.
