Sources Sought Notice LANDS MANAGEMENT AT LAKE SHELBYVILLE CONTRACT INFORMATION: The U.S. Army Corps of Engineers (USACE), St. Louis District, is seeking businesses that are interested in and capable of performing lands management operations throughout the Lake Shelbyville Project area, located in Shelby and Moultrie Counties, Illinois. Contract is anticipated to be a base contract with 4 optional years with the typical Period of Performance for a task order to be 365 days, to account for seasonal weather restrictions. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or make a contract award. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal, quote or invitation for bid. The sole purpose of this notice is to identify potential System for Award Management (SAM) Database registered businesses that are interested and capable of performing this work. USACE is not responsible for any costs incurred by interested parties in responding to this Sources Sought. PROJECT DESCRIPTION: The work covered by this contract consists of furnishing all labor, equipment, and materials necessary to carry out lands management operations within the developed recreation areas and outlying lands within the Lake Shelbyville Project area. Contractor must be available for emergency call-outs in situations where the safety of the general public is at risk. Contract Areas and Service limits: The contract areas are located within the boundaries of the Lake Shelbyville Project, located in Shelbyville, IL within the Illinois Counties of Shelby and Moultrie. Work associated with this requirement includes but is not limited to: conducting wildlife food plot plantings, succession control, maintaining hunter/fisherman parking lots and secondary roads, grass establishment, tree and branch removal, understory clearing, application of herbicides including aerial application, and provide rental equipment with operator according to contract specifications. Work schedule will be highly dependent on seasonal factors. During the recreation season, the Contractor will be expected to safely work within heavily utilized areas. Seasonal weather conditions also put limitations on when certain contract requirements, such as herbicide spraying and understory clearing, can be conducted. Required Trades: The contractor shall have the capabilities of supplying trades including, but not limited to laborers, heavy equipment operators, chainsaw operators, and herbicide applicators. Required certifications: A state driver's license is required for anyone operating equipment, as well as any additional certifications as required by state or federal regulations, as applicable, for the use of specific equipment. The contractor will possess applicable, valid commercial applicator license(s) as issued by the state of Illinois for the use of chemicals approved by the COR. The pilot and aircraft used for aerial herbicide application must have all valid Federal Aviation Administration certificates and licenses to operate. Required Equipment: The contractor shall have the capabilities of supplying multiple pieces of equipment including, but not limited to, the types of equipment as described below for performance of work: Stump grinder able to grind 10" below ground level Forestry mower or similar attachment for a Bobcat or Skid Steer Bucket Truck to be used for limb and tree removal Chipper to be used in conjunction with limb and tree removal Helicopter to be used for standard agricultural/forestry herbicide spraying procedures CAPABILITY STATEMENT: 1. Please provide examples of work, "indicating equipment utilized" that your company has performed in the areas listed below; if work was sub-contracted, please annotate this. No more than (3) three projects in any area of work performed. Describe past work experience showing all or more than one of the areas listed that were performed under one contract.
