The City of Rock Island's Public Works Department is soliciting qualifications from firms interested in providing services to evaluate the processes at the City's two wastewater treatment plants with the intent on preparing the required IEPA phosphorus discharge optimization plans and feasibility studies. The City's Mill Street Wastewater Treatment Plant (MSTP) is located at 1299 Mill Street. The MSTP has a designed average flow capacity of 8 MGD with a peak rate of 16 MGD. Because the collection system for the MSTP is a combined system, the plant has a wet weather excess flow capacity of 90 MGD. The MSTP discharges to the Mississippi River. The Southwest Wastewater Treatment Plant (SWTP) is located at 7101 38th Street West. The SWTP has a designed average flow of 1.5 MGD with a peak rate of 3.0 MGD. The SWTP discharges to Mill Creek (also known as Kickapoo Slough), a tributary to the Mississippi River. In order to be considered, the firm must show expertise with and knowledge of similarly sized wastewater treatment systems. The statement should include a list of similar projects, a list of personnel who will be involved in the project along with their relevant experience in this work. In addition, a list of references, current workload, and a proposed scope of services should be included.
