replacement of approximately 765 LF or approximately 1495 LF of existing water supply line The location of the work is along Aspers North Road (SR 4006) between Center Mills Road (SR 4003) and Prospect Street (T-536) and along the entire length of Prospect Street (T-536) north from its intersection with Aspers North Road (SR 4006). The work is broken into two (2) phases as defined below and will generally include but is not limited to the following tasks: 1) Phase 1: Aspers North Road Water Line Replacement. Furnish equipment, labor and materials required to furnish and lay approximately 765 LF of 6" ductile iron or DR-18 plastic water pipe with necessary water service lines, connections and disconnections with existing pipe, road borings and one (1) booster pump station. 2) Phase 2: Prospect Street Water Line Replacement. Furnish equipment, labor and materials required to furnish and lay approximately 730 LF of 4" ductile iron or DR-18 plastic water pipe with necessary water service lines, connections and disconnections with existing pipe. The Successful Bidder will be required to furnish the additional bond(s) prescribed in the Bidding Documents. This Project will be funded by a federal grant provided to Adams County from the United States Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG) program, will be subject to Wage Determination, Standards and Regulations established by the U.S. Secretary of Labor under the Davis-Bacon Act. This bid is for a public works contract and bidder is therefore subject to the provisions, duties, obligations and penalties of the Public Works Employment Verification Act, 43 P.S. 167.1-167.11. All submitted bids shall be accompanied with the Public Works Employment Verification Form. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the Contractor must establish a 3% goal for female participation and a 5% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000. Section 3 requires that the Contractor must utilize, to the greatest extent feasible, local area businesses, trainees, employees, and low-moderate income persons within the general trade area. Possum Valley Municipal Authority is utilizing federal funds for this project, and has adopted a Minority and Women Business Enterprise (MBE\/WBE) The bidders/offerors must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. In accordance with Executive Orders 11625 and 12138, the Contractor must utilize, to the greatest extent feasible, minority and/or women owned business concerns. Bidders are hereby notified that MBE/WBE firms will be afforded full opportunity to bid without discrimination. As such, the Bidders must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. Davis-bacon and Related Acts apply to this project. The Section 3 Action Plan, which is made a part of this Contract by reference, further explains the Bidders responsibilities under Section 3. All Bidders are advised that Exhibit 1, Certification of Commitment from the Action Plan must be submitted with the Bid Documents. Any Bid which does not contain a properly executed Exhibit 1 will be rejected as non-responsive. The Owner's right is reserved to reject all Bids or any Bid not conforming to the intent and purpose of the Bidding Documents. All questions regarding this work shall be submitted via the Clarifications feature in PennBid no later than June 8, 2022 at 3:00 PM.
