The city hopes to attract a developer to build a mixed-use development on 14 acres at 201 Highland Ave., where city hall is located. City operations will move to the approximately $81 million Horizon West Bay project in early 2025. A sale of the current city hall isn't in the works, but the approval allows Largo to begin prospecting for developers. Of the 32,853 votes cast, 57% were in support. The development could include single-family homes, multifamily buildings, shops, restaurants, offices, public safety buildings and/or open park space. Industrial facilities, large entertainment stores and big boxes are prohibited by the referendum. City hall occupies about 8 acres, and the on-site police station takes up about 5.9 acres. Both could be included in a potential deal. "The city believes this land is ideal for private development that fits with the surrounding neighborhood, which may or may not include the Largo Police Station," the city's website said. The city wanted to minimize the time that city hall sat vacant. The building, built in 1973, was purchased by the city in 1996 for $4.6 million, according to property records. In order to make the Police Department property autonomous, a few changes will need to occur. The Demolition includes lead and asbestos surveys as well as design and construction. The Chiller Plant will need to be addressed. Police Department building rehabilitation is necessary. There is a need for sanitary sewer collection system, electric/potable/reclaimed water and stormwater outfall realignment. Boundary survey costs are included in the estimate along with re-plat costs. This project is in included in the City of Largo FY 2023-2027 Capital Improvement Plan (CIP).
