The County of Marin is seeking proposals from qualif ied consultants to prepare a comprehensive, professional Cost Benefit Analysis (CBA) of de ferred maintenance projects at multiple County facilities The County of Marin owns a variety of properties ranging from small pump stations and fire lookouts, midsize buildings such as libraries, and multibuilding campuses such as the Civic Center and the Health and Human Services Kerner Campus. This CBA request includes analysis of specific deferred maintenance projects from a refined list of locations. The list was developed to highlight important deferred maintenance projects based on age of equipment and community usage. The CBA final report will be used for prioritization of projects. This project does not include a CBA of all County properties, nor does it incorporate all building elements within specific properties. The overall scope of the analysis shall consist of the following tasks: TASK 1: Countywide Infrastructure Replacement & Upgrade Guidelines Provide a report that includes a narrative on small government industry standards for replacement of building subsystems that have reached the end of useful life. Provide a matrix with industry standard building condition review criteria such as good, fair , bad, high risk/catastrophic failure, and cost threshold for repair rather than replacement, e.g., Small AC unit costs $10,000 to replace, do not repair. Identify additional opportunities for review that the County may have missed in this request. Include the following items in a list of general infrastructure replacement and upgrades: Roofs Electrical systems HVAC systems Plumbing systems Windows Parking lot resurfacing Fire alarm systems Sprinkler systems Emergency generators Elevators Ranking and Possible Interviews Through June 9, 2022 Notice of Selection June 2022 Approval by Board of Supervisors July 2022 For specific questions, email Erin Riley. Responses to this RFP will be considered firm and irrevocable for ninety (90) days after the due date for receipt of proposals or ninety (90) days after receipt of a best and final offer, if one is submitted. The method of contractor selection has not been determined at this time
