The City of Del Mar is a small coastal community located in San Diego County with a population of approximately 3,900 and encompasses 2.2 square miles. While Del Mar is considered to be an affluent community, the City of Del Mar itself is of modest means with constrained financial and staffing resources. The City is currently in the process of obtaining certification of its 6th Cycle Housing Element from the State of California Department of Housing and Community Development (HCD), which includes many important housing programs and the goals, such as the development of a minimum of 54 affordable units at the State-owned Fairgrounds property located within the Citys jurisdiction. Given the Citys limited staffing capacity and internal expertise with regard to affordable housing, the City is in need of specialized third party consulting services to assist with implementation of the Citys Housing Element and other housing related work plan goals, especially the facilitation of development of actual affordable units in the community The City of Del Mar (City) is seeking proposals from qualified firms to provide comprehensive professional consulting services related to affordable housing which may include, but not be limited to, strategic thinking and recommendations on how to successfully pursue and implement development of affordable housing considering the constraints and opportunities in Del Mar; review of economic and fiscal impact analyses; deal structuring; developer negotiations; identification of local, state, and federal funding sources; development of requests for interest or proposals for potential development partners and/or specialized technical consulting services; shepherding projects through the entitlement and construction process; and as-needed administrative functions related to affordable housing programs implementation. The City intends to have the flexibility to engage the selected Consultant on an asneeded basis for any and all housing related work as may be needed in order to accomplish the goals and objectives included in the Citys Housing Element and overall City Council approved work plan. The preferred method of submittal is electronic delivery. The City reserves the right to require further documentation or information prior to entering into an agreement for services. The City reserves the right to reject any or all submittals. The City further reserves the right to waive technicality and formalities in submittals, as well as to accept in whole or part such submittals where it is deemed in the best interest of the City. The method of contractor selection has not been determined at this time
