Site work, paving and outdoor lighting for a mixed-use development in Lancaster, Pennsylvania. Completed plans call for site work for a playground / park / athletic field; sidewalk / parking lot; for outdoor lighting for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Clarification deadline 6/10/2022 4:00 PM The work is generally described as park upgrades and improvements including green infrastructure installation, modification to existng green infrastsructure installation, site lighting, landscaping, walking path and parking lot upgrades. A project map showing the general locations are set forth in the introduction and project description. The terms of the introduction and project description are incorporated herein. All bids shall be effective for sixty (60) calendar days from the date of the bid opening unless an award of the Contract is delayed by the required approval of another governmental agency, the sale of bonds or the award of a grant, in which case all bids will remain effective for one hundred twenty (120) calendar days from the date of the bid opening. The successful bidder will be required to provide performance and payment bonds equal to one hundred (100%) percent of the Contract price with suitable, reasonable requirements guaranteeing the performance of the Contract. This Project and Contract are subject to certain special requirements. For example, as more specifically detailed in the Contract Documents, the successful bidder shall be required to assure protection against discrimination for employees, applicants for employment, and subcontractors on the grounds of actual or perceived race, color, sex, religion, ancestry, genetic information, national origin, sexual orientation, gender identity or expression, familial status, marital status, age, mental or physical disability, use of guide or support animals and/or mechanical aids, and the requirement for payment of certain minimum and/or prevailing wages. The Project is being funded, in part, by grant and/or loan funds. The attention of all bidders is called to the fact that the construction contracts may be subject to requirements established by PENNVEST and the Pennsylvania Department of Community and Natural Resources. The successful contractor, and all of his/her/its subcontractors will be required to pay laborers and mechanics employed on this Project not less than the minimum wages and fringe benefits stipulated in the Contract Documents and as required by the applicable laws referenced in this paragraph. Bids, after having been submitted, may be withdrawn by the bidder prior to the time set for the opening of bids upon the written direction to City through online . No withdrawal bids will be allowed within sixty (60) calendar days after said time, even though bids may not as yet been opened. The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder's processes with other City services, and the bidder's ability to handle the volume of work proposed. The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if, in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject proposals which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind. In reviewing the bids, the City will review the bidder's experience, necessary facilities, and financial resources to furnish the items of this Contract, and the City reserves the right to reject the proposal of any bidder not possessing satisfactory qualifications.
