This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared in accordance with the format in FAR Subpart 12.6 STREAMLINED PROCEDURES FOR EVLAUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. This Announcement constitutes the only solicitation; Quotations are being request and a separate written solicitation document will not be issued. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC-2019-01) This requirement is being competed as a total small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 541320 Landscape Architectural Services $8.00 MILLION Solicitation # 1240BK22Q4004 In order to be have complete package, as a minimum, the return package must contain the following items. Offers submitted without completion of items listed here shall be considered nonresponsive and ineligible for award. Fire Period and Closed Season Specific fire prevention measures are listed below and shall be effective for the period April 1 to October 31 of each year. The Forest Service may change the dates of said period by advance written notice if justified by unusual weather or other conditions. Required tools and equipment shall be kept currently in serviceable condition and immediately available for initial attack on fires. 2. Fire Plan Before starting any operations on the project, the Contractor, Permittee, Licensee, or Purchaser, hereinafter referred to as the "Contractor," shall prepare a fire plan in cooperation with the Contracting Officer providing for the prevention and control of fires in the project area. The Contractor shall certify compliance with fire protection and suppression requirements before beginning operations during the fire period and closed season, and shall update such certification when operations change. 3. Substitute Measures The Contracting Officer may by written notice authorize substitute measures or equipment or may waive specific requirements during periods of low fire danger. Period of Performance: 06/06/2022 to 10/15/2022 - SCOPE OF CONTRACT The intent of this solicitation is to provide services, equipment, and labor necessary for maintaining and restoring the Oregon silverspot butterfly habitat on the Central Coast Ranger District. The primary focus of treatments is controlling unwanted vegetation in the meadows. Unwanted vegetation includes but is not limited to non-native grasses, fern, blackberry, salal, shrubs, and small trees. Portions of some meadows are steep and will require good traction to complete treatments. To restore the butterfly habitat, the Central Coast Ranger District is trying several different treatment methods to assess how to best control unwanted vegetation. Treatment methods include machine mowing, track mowing, and flail mowing. Tracked mowing is generally required where terrain or slope of the meadow or access into is such that tracks may be necessary to access or complete the mowing. Flail mowing is used when the desired result is a mow to ground, with occasional scraping exposing bare soil. Due to uneven ground, the maximum occasional height of vegetation post flail mow will be 2". Machine mowing is used when the desired result is a mowing height of 4". To assess how flail mowing impacts the unwanted vegetation, two different mowing regimes will be implemented, mowing to ground two times a year and mowing to ground once a year. The areas that will be mowed to ground two times a year, will be mowed in June and September/October. The areas that will be mowed to ground once a year will only be mowed in September/October. The machine and track mowing areas will only be mowed once (September 15th - October 15th). Area 8 has a steep slope that requires track mowing. The other machine mowing areas are track optional. To protect the butterfly habitat during flail mowing, no mow buffers will be placed around important nectar resources and activity areas. The mowing boundaries are flagged. No mowing shall occur outside of the boundaries. SEE DETAILED UNIT INFORMATION SHEET (DUIS) FOR SITE SPECIFIC TREATMENT NEEDS, and SITE SPECIFIC TREATMENT DATES and SEE PROJECT AREA MAPS FOR WORK SITE LOCATIONS. For this solicitation the government expects 2.5 acres of mowing with tracks required on equipment, 4.2 acres of machine mowing (tracks optional), and 16.4 acres of flail mowing. The Contractor shall furnish all labor, supervision, equipment, materials, transportation, supplies, (unless specified elsewhere as Government-furnished) and incidentals required to accomplish the work. - PROJECT LOCATION AND DESCRIPTION The project work area is located on the Siuslaw National Forest, Central Coast Ranger District - Oregon Dunes National Recreation Area (CCRD-ODNRA). Vicinity maps showing project location are attached. Project area maps will be available at the Central Coast/ODNRA District Office in Waldport upon request.
