As of February 7, 2024, per owner a design team has been identified and the project has been completed. The Village of Palatine, Illinois is soliciting qualified and interested firms to submit statements of qualifications for providing all services, supervision, labor and equipment necessary to provide the Village with Phase I and Phase II Engineering Services for the installation of fiber optic cabling to three locations within the Village of Palatine. All work shall conform to IDOT/FHWA policies and procedures for federal aid projects and will be completed under applicable BLR and BDE Manuals, and all applicable CDBG funding requirements including but not limited to disadvantaged/MBE and/or WBR requirements that may be required. All questions shall be submitted by email to Matt Barry and George Ruppert by 12:00 PM (CST) on May 25, 2022. A response to all questions received will be provided via email and posted after 4:00 PM (CST) on May 27, 2022. Project Information: The Village of Palatine will be installing fiber optic cabling to three locations in the Village. All three locations shall have a minimum of a 2 inch conduit with Corning fiber optic cable installed within. Anticipated Work items may include, but are not limited to, the following: Performing necessary survey work of the areas. Preparing all necessary reports, including: subsurface investigation of all potential utilities that may be in conflict with the proposed installation. Summarizing alternatives and recommendations and completing a Project Development Report. Obtaining any required IDOT/CCHD utility or ROW permits that may be required. Providing coordination for public involvement and coordination with public, utilities, local agencies and IDOT/CCHD. Completing the necessary Phase II plans, specifications and estimates as required based upon the approved Phase I design. The anticipated construction schedule for this project is 8 to 10 months including construction. The Village of Palatine may conduct interviews with and/or require presentations of the firms who submit acceptable or potentially acceptable qualifications as part of the SOI for this project. Ranking and Selection Information On the basis of the evaluations, interviews and presentations, the Village shall select no fewer than three firms which it determines to be the most qualified to provide services regarding the specific project. The Village shall then contact the top ranked firm and attempt to negotiate a contract. If a satisfactory contract cannot be reached with the top ranked firm, negotiations with that firm shall be terminated and the Village will start negotiations with the next highest ranked firm. Firm ranking will be based on the following criteria: (20%) - Technical Approach (20%) - Firm Experience (10%) - Specialized Expertise (25%) - Staff Capabilities (10%) -Work Load Capacity (15%) - Past Performance
