Site work and new construction of a residential development in Rosebud, South Dakota. Completed plans call for the construction of a residential development; and for site work for a residential development.
Building Specs/complete Construction Turn Key Units Proposer(s) must Provide SWA Corporation with the best offer to design build for four (4) 4-bedroom Conventional Homeownership House and (1) three-bedroom Conventional Homeownership House with conventional floor plan. Your company will be required to provide temporary electrical if needed, including all State Certificate Electrical permits and meters. Proposal must also include house moving, if building off-site. Site Specs/ Site Work Proposer will also be required design site work with engineering/surveyor of setting foundations, ground excavation work, foundation work and damp proofing backfill for each site. Water and Sewer and/or Drain field and electricity will be provided for installation within 10 of the house for hook up. The Proposer will be required to hook up all utilities. Note: All of the RFP documents as detailed above must be submitted or the proposal shall be deemed non-responsive. Indian Preference Pursuant to Section 7(b) the Indian Self Determination and Education Assistance Act (25 U.S.C.450e (b)) and HUD requirements set forth at 24 CFR 1000.48-1000.54, in awarding this contract, preference shall be given to qualified Indian Enterprises and Organizations. All firms, Indian and non-Indian alike, must submit a prequalification application with proposal. Award of Contract and Indian Preference used in the Award: The contract will be awarded to the lowest responsive and responsible proposal except as limited by the following paragraph. The Contract will be awarded to the lowest responsive and responsible proposal received from a pre-qualified Indian enterprise or organization if such proposal is within budgeting limits established for construction of this project and is no more than X percent higher than the lowest responsive bid from any qualified non-Indian proposal. X is determined as Follows: X equals the lesser of, when the lowest responsive proposal is: Less than $100,00 10% of that bid or $9000; At Least $100,000 but less than $200,00 9% of that bid or $16,000; At Least $200,000 but less than $300,000 8% of that bid or $21,000; At Least $300,000 but less than $400,000 7% of that bid or $24,000; At Least $400,000 but less than $500,000 6% of that bid or $25,000; At Least $500,000 but less than $1,000,000 5% of that bid or $40,000; At Least $1,000,000 but less than $2,000,000 4% of that bid or $60,000; Al Least $2,000,000 but less than $4,000,000 3% of that bid or $80,000; At Least $4,000,000 but less than $7,000,000 2% of that bid or $105,000 $4,000,000 or more 1 % of the lowest responsive bid with no dollar limit. Any proposal submitted must state that it will remain open for 30 days. The SWA will evaluate Proposals as quickly as possible. TECRO The successful offer must comply with the RST TECRO Ordinance, including any licensing requirements. Contact the RST TECRO Office at 605-747-2322 for further information. Tribal Taxation Firms must obtain a Tribal Business License prior to contract signing, including and not limited to use or sales excise tax. Contact the RST Tribal Taxation Office at 605.747.5045 for further information. Project Security of Successful Proposer The successful bidder shall be required to furnish a contract performance bond and labor and materials payment bond in the penal amount of one hundred percent (100%) of the contract price as originally bid or subsequently modified. 10% Cash Bond and/or 10% Cash Monitoring and Disbursement Escrow Agreement. The 10 % will be in the amount of the Contract amount. Insurance Before commencing for work, the company must furnish the SWA Corporation with certificates of insurance showing that minimal insurance is in force and will insure all operations: Commercial General Liability- Combined single limit for bodily injury and property damage of not less than $300,000 per occurrence. Workmans Compensation- In accordance with State Workers Compensation laws. Automobile Liability- Combined single limit for bodily injury and property damage of not less than $300,000 per occurrence. Builders Risk (fire and extended)-Cost of the total unit. Right to Reject Any and All Proposals The SWA reserves the right to accept, reject any and all proposals. No member of the governing body, or persons directly involved with the SWA Corporation will have neither relationship, nor submittal privileges.
