Site work, paving and renovation of a mixed-use development in Anchorage, Alaska. Completed plans call for the renovation of a military facility; for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.
Utilities for Temporary Facilities IAW attached Statement of Work. This acquisition is set aside for Small Businesses in accordance with FAR Part 19. The subject project's "Magnitude of Construction" in accordance with FAR 36.204 is between $100,000 and $250,000. A pre-proposal site visit is planned and will be held Tuesday 31 May 2022 at 2:00 PM (AKDT). Parties will meet at building 21304, on JBER. PROJECT LOCATION: Joint Base Elmendorf-Richardson (JBER) is located on the northern edge of Anchorage, Alaska and is accessible from the Glenn Highway at Boniface Parkway. The project location is on the Elmendorf side of the installation in Bldg 21309 compound. 1.2 UNIQUE REQUIREMENT: Project to be implemented while accommodating user needs of the facility. Contractor shall request approval of any downtime/outages a minimum of 21 work days in advance. Of particular importance is the necessity to protect users and occupants of the facility from falling debris and life safety issues. Contractor staging areas will be identified by the Facility Manager, Fire Department, and 673 CES/CENMP. Safety areas and caution notices are to be provided by the Contractor. COVID Base Access Information: When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Integrated Defense, and DODMAN5200.02_AFMAN 16-1405, Air Force Personnel Security Program. Contractors requiring access to any area on Joint Base Elmendorf-Richardson (JBER) shall comply with installation, state, and local COVID-19 policies and mandates and respect any guidelines or restrictions imposed by local businesses. These policies and mandates frequently change. Failure to comply with the guidelines or restrictions may result in suspended access to JBER or debarment. Contractors shall comply with the above-referenced documents] citing the appropriate paragraphs as applicable. 1.3 PROJECT DESCRIPTION: Project is to provide building skirting, gas service lines, concrete bollards, furnace conversion, power service, and ground connection for two THQ buildings. 1.3.1 Skirting 1.3.1.1 Must be installed per the manufacturer's installation or, if the manufacturer is not specific, to the standards in this section. It must be vented to allow access to the under-floor area per the manufacturer's installation instructions. 1.3.1.2 Skirting must be of materials suitable for ground contact. Metal fasteners must be galvanized, stainless steel or other corrosion-resistant material. Ferrous metal members in contact with the earth, other than those that are galvanized or stainless steel, must be coated with an asphaltic emulsion. 1.3.1.3 Skirting must not be attached in such a manner that can cause water to be trapped between the skirting and siding or trim. The skirting must be recessed behind the siding or trim. 1.3.1.4 Crawl space to be ventilated in accordance 2018 IBC 1202.4. Install so as to provide cross-ventilation of crawl space. 1.3.1.5 Install lockable 30in X 30in panel in skirting. The cover must be of metal, pressure-treated wood or vinyl. 1.3.1.6 Skirting shall be 29 gauge metal skirting with 4 inch rigid insulation as shown on as-builts (sheet A-4). 1.3.2 Furnace 1.3.2.1 Furnaces have been converted to run on Liquid Propane and shall be converted to run on natural gas. 1.3.2.2 Furnaces shall be cleaned, serviced, tested, with new air filters installed, and operated to ensure proper efficient operation, according to manufacturer. 1.3.3 Natural Gas Service 1.3.3.1 All installations shall meet State, Federal codes, and section 23 11 20 Facility Gas Piping specification. 1.3.3.2 Gas service shall be supplied to each modular building placed on the site. 1.3.4 Electrical Service 1.3.4.1 Underground service from existing transformer to two THQ buildings. 1.3.4.2 Post mounted service equipment. 1.3.4.3 Grounding electrode system. All underground grounding connections shall be exothermic weld. 1.3.4.4 Electrical system installation shall be in accordance with drawing E1 and E2 1.3.4.5 Insulation testing for all underground feeder conductors. 1.3.5 Restore disturbed surfaces to original conditions including paved asphalt, concrete, and top soil/seed. 1.4 PROJECT DURATION: Contractor shall have 180 days to complete the project from the Notice to Proceed date. SECTION 2: GENERAL REQUIREMENTS 2.1 PROJECT WORKING HOURS: Project hours are standard work hours 0700-1700, M-F. 2.2 QUALITY CONTROL: 2.2.1. Superintendence by the Contractor: The Contractor shall provide full-time on site supervision in accordance with FAR clause 52.236-6. This FAR clause shall be strictly enforced. 2.2.3. All demolished materials shall be disposed of according to JBER, and State & Federal regulations *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
