Information provided to the city must include at a minimum: 1. The capacity and capability of the firm to perform the work required to complete the Preliminary Engineering Report (PER) for Water and Wastewater Projects in an expedited manner in advance of and to meet the July 14, 2022 application deadline for Department of Natural Resources ARPA funds. Engineering Design and Construction Inspection services must be completed in a timely manner that will allow construction of the project to be completed within a two-year period beginning at time of funding; 2. The specialized experience and technical competence of the firm with respect to water systems and wastewater systems or related work; 3. The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules; 4. The firm's proximity to and familiarity with the area in which the project is located; 5. References from previous clients of related work with the firm. 6. Documentation of compliance with E-Verify requirement The firm will be selected based on the above qualifications with Factor 1 being the highest priority. Once the most qualified firm is selected, a cost for both preliminary engineering will be negotiated separately from the cost for engineering design and construction inspection services. Contracting for these activities shall occur separately and costs/payments associated with each will be clearly defined.
