Site work for a water / sewer project in High Bridge, New Jersey. Completed plans call for site work for a water / sewer project.
The Scope of work for this Contract includes but is not limited to, construction of site and well improvements for Wells 2, 3, 4, and 5 which includes pump and well head replacements, installation of a new: clear well, electrical building, and auxiliary power unit (generator), piping layout changes, and the removal of: the aeration unit and existing clear well. All work on this contract must be completed within 400 calendar days from issuance of a Notice to Proceed. Proposals must be made on the standard Proposal Forms included with the Contract Documents in the manner designated in the Contract Documents, must be enclosed in sealed envelopes bearing the name and address of the bidder and the name of the project on the outside and be addressed to the Borough of High Bridge, and must be accompanied by a statement of consent of surety from a surety company authorized to do business in the State of New Jersey and acceptable to the Owner and either a bid bond or a certified check drawn to the order of Borough of High Bridge for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00. The successful bidder is hereby notified that a performance bond and labor and material (payment) bond for the full amount of this project is required, and the Surety Bonds must be written by surety companies listed on Department Circular 570 in accordance with N.J.A.C. 7:22-3.17(g). All bids shall be in conformity with N.J.A.C. 7:22-3.17f with a goal of not less than 10% participation of small business enterprises and controlled by socially and economically disadvantaged individuals (SED's). Further details regarding required SED participation is included in the Information for Bidders and the Supplemental General Conditions. This contract or subcontract is expected to be funded by in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies, or employees is, or will be a party to this contract or subcontract or any lower tier contractor or subcontract. This contract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10. In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a) 24 and 4.17(a) 24, the contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9. The award of the Contract for this project will not be made until the necessary funds have been provided by the Owner in a lawful manner. Proposals for this contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract Documents. The contract will be awarded to the lowest responsible bidder in accordance with N.J.S.A. 40A.11-16(c). The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Owner, except as to those items which are deemed mandatory and non-waivable set forth in N.J.S.A. 40A:11-23.2. Further, the Owner reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Owner which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications. The successful bidder shall be required to comply with all applicable statutory and regulatory requirements, which include but are not limited to the affirmative action requirements of P.L. 1975, c. 127, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. Bidders will be required to comply with the public disclosure provisions of N.J.S.A. 52:25-24.2. Work Under This Contract Contractor shall furnish all labor, materials, equipment and means to rehabilitate the Bunnvale Well Site, located in Lebanon Township, New Jersey, as shown on the drawings and described herein. The work includes, but is not limited to, the following: A. Site clearing. B. Install and maintain soil erosion and sediment control measures C. Site rehabilitation work, including, but is not limited to, the following: Removal and disposal of existing above grade 6" DIP water main Removal and disposal of concrete pads located along the 6" above grade water mains Removal and disposal of the existing on-site generator and associated equipment Removal and disposal of the existing submersible well pump at each of the 4 on-site wells. Removal and disposal of the existing on-site air-stripper previously used for VOC treatment. The existing media will be the responsibility of the contractor to dispose of safely and properly. Installation of an in-kind submersible pump replacement and associated piping and fittings in the wet well. Pumps shall be of non-clog explosion-proof submersible type. Installation of a 10' x 12' prefabricated electrical building as shown and configured on the plan set and described herein. Installation of a 12'x12'x8' lined precast concrete clear well chamber with level controls. Liner shall meet all applicable ANSI and NSF standards and requirements. Installation of conveyance piping which will include but not be limited to trenching, bedding, pipe and valve installation, backfilling, and grading
