Site work and paving for a mixed-use development in Oregon, Wisconsin. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

Project involves: Replacement of lead and galvanized service water laterals at various properties throughout the Village. The project work at each property location will vary specific to the amount and location of the replacement water services. The following scenarios will be present: 1. Properties may include replacement of the service from the water main to the curb stop, with a new connection to the water main with a new corporation valve and new curb stop. 2. Properties may include replacement of the service from the curb stop to the water meter within the private home on private property. 3. Properties may include work associated with both number 1 and 2 above. Each type of work will be specified by the property location. The contractor will be required to verify each scenario prior to start of the work which may include excavation or potholing to verify material type at locations. In general all common work will include all labor and material necessary to replace the lead or galvanized water service with a new copper water service. Work will include all removals of items required for the replacement. The project will include approximately 52 properties under scenario #1 and 75 properties under scenario #2. All residential replacements will be with 1-inch copper service. Work associated with scenario 1 is anticipated to be open trench installation. Work associated with scenario 2 will be primarily trenchless installation. Excavation, compaction and restoration will be included for each location and type of work. Work in the public right of way may include removal and replacement of concrete curb and gutter, concrete sidewalk, concrete driveway apron and pavement. Tree removal will be included as shown on the drawings. The Project Manager for this Project is Jason P. Lietha, P.E., who may be contacted at Ruekert & Mielke, Inc., 4630 S. To demonstrate Bidder's qualifications to perform the Work, within five (5) days of Owner's request, Bidder shall submit written evidence establishing its qualifications. Bids must be accompanied by Bid security made payable to Village of Oregon in an amount of 5% of BIDDER's maximum Bid price and in the form of a certified check, or an electronic Bid Bond issued by a surety meeting the requirements of Paragraph 6.01 of the General Conditions. The Contract shall be subject to Wis. Stats. 66.0903 pertaining to prevailing wage rates and Federal Davis-Bacon wage rates. The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. No bidder may withdraw his/her bid within 30 days after the actual day of the opening thereof. Any contract awarded under this Advertisement for Bid may be funded in part by a loan from the Wisconsin Safe Drinking Water Loan Program. This procurement will be subject to regulations contained in Chapter NR 166, Wisconsin Administrative Code and appropriate State Statutes and 40 CFR Parts 31, 33 and 35 of the Federal Statutes. Disadvantaged Business Enterprises (DBEs), including Women's and Minority-owned businesses, are encouraged to submit Bids for this Project. Bidders must demonstrate positive efforts to utilize DBEs. This procurement will be subject to regulations contained in NR 166.12(4) and 40 CFR 35.3145(d), and P.L. 102-389 and 100- 590. In addition, Bidder shall comply with Executive Orders 11625, 12138 and 12432. Failure to comply could result in disqualification of Bidder and termination of financial assistance or other sanctions identified in NR 166.21 and NR 166.22. Construction time is of the essence. Completion delays are subject to liquidated damages. The Village of Oregon reserves the right to accept the most advantageous Bid, or to reject any and all Bids. Award of Work described herein is subject to the provisions of the Wisconsin Statutes.
