For more information please contact City of Bellingham. ** General Contractor/Construction Management (GC/CM) companies (Respondents) are invited to submit Statement of Qualifications (SOQ) for the preconstruction services and potential construction services for the Post Point Resource Recovery Plant Project (Project) EU189 in accordance with the Heavy Civil Construction process of the Revised Code of Washington Question Deadline 09/09/2022 at 4:00 PM PT The Project involves the replacement of the City of Bellingham's (Owner's) Post Point Resource Recovery incineration process. The incinerators will be replaced with an anaerobic digestion system to produce Class A biosolids product. The anaerobic digestion process will also produce biogas, which is planned for injection in the local natural gas pipeline as a renewable fuel. The Project also includes ancillary upgrades to the solids thickening and dewatering processes, solids screening, digester biogas treatment, and electrical and instrumentation system, and includes a "side stream" treatment process to remove nitrogen. A new Resource Recovery Center is included to replace aging and inadequate facilities, including operations center, environmental education, laboratory, and maintenance facilities. Pursuant to RCW 39.10, Alternative Public Works Contracting Procedures, the Owner intends to award a contract for GC/CM services utilizing a two-step competitive process to select the most qualified contractor.
