Alhambra Unified School District of Los Angeles County, California, located at 1515 West Mission Road, Alhambra, CA 91803 has implemented a pre- qualification process to ensure the Contractors bidding and performing work on Construction Bond Program projects and other District projects are skilled, competent and capable contractors. All general, prime, mechanical, electrical, and plumbing contractors must be pre-qualified to bid for construction projects valued at more than $1 million dollars. As a condition of bidding on the Projects and in accordance with the provisions of California Public Contract Code 20111.5 and Alhambra Unified School District Administrative Regulation 3311 (d) the Board of Education has delegated to District Staff the authority to establish and administer a pre-qualification program. The District requires all prospective bidders complete answers to all the questions contained in the Prequalification Application including a complete statement of the prospective bidder s financial ability and experience in performing public works. These documents will be the basis of rating bidders to determine whether a bidder is qualified to bid on the Projects and contract value limits. These items are not public records and shall not be open to public inspection. Section 17076.11 of the Education Code requires school districts using funds allocated pursuant to the State of California School Facility Program for the construction and/or modernization of school building(s) to have a participation goal for disabled veteran business enterprises ( DVBE ) of at least three percent (3%) per year of the overall dollar amount expended on projects that receive state funding or demonstrate its good faith effort to solicit DVBE participation in all Contracts. In order to meet this requirement by demonstrating a good faith effort, Bidder will be required to show proof of advertisement for DVBE-certified subcontractors and suppliers with Bid submission. All Bidders awarded a Contract must submit certification of compliance with the procedures for implementation of DVBE contracting goals with its signed Agreement. The Board-approved questionnaires and financial statements shall be valid in the amounts approved for no more than twelve (12) months from the date of Board approval. A uniform system of rating bidders has been established on the basis of completed questionnaires and financial statements, in order to determine the size of contracts upon which each bidder shall be considered qualified to bid. The District may modify the uniform system from time-to-time. By law, bids shall not be accepted from any person or entity required to complete a Prequalification Application, that has not done so at least ten (10) business days prior to the date and time fixed for public opening of sealed bids, or who has not been prequalified for at least five (5) days prior to that date. Applications must be completed, sworn to, and sent electronically (pdf) to bids@ausd.us and mike@tkrllcconsulting.com. The District reserves the right to reject any and all prequalification packages and to waive any irregularities in any package or submission. The method of Contractor Selection has not been Determined at this time.
