Site work and paving for a mixed-use development in Duchesne, Utah. Conceptual plans call for site work for a playground / park / athletic field; road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Through this Request for Qualifications (RFQ), Upper Community Recreation District is hereby soliciting professional qualifications from all qualified engineering firms (Engineer) to provide assistance acquiring funding (CIB Grant) and to provide design solutions for site plans, parks, street intersections, parking lots, water systems, and sewer systems. Firms may be retained for construction management services as well. Example projects will include rodeo ground upgrades such as: New Arena New Grandstand Offices Restroom Facilities Upper Community Recreation District (The District) anticipates selecting one of the responding firms, but there is no guarantee that any responding firm will be selected. Selection of an engineering firm will be based upon the review of Engineer's Statements of Qualifications (SOQ). The District reserves the right to reject any and all SOQ. Responses to this RFQ should include details about qualifications and related experience as described herein. Responses should also include a detailed description of the recommended methods for completing the project. The District intends to compare and evaluate all qualifying submittals and select the most qualified Engineer based on proposal content and the proposer's responsiveness to the proposal. This is a Request for Qualifications only and should not be interpreted as a solicitation for services or as a contract for services. Limit responses to two pages. The District will award a contract in reliance upon the information contained in proposals submitted in response to the RFQ. The District will be legally bound only when and if there is a signed agreement entered into between The District and the awarded Engineer. B. It is vitally important that any person who signs a SOQ or agreement on behalf of a respondent certifies that he or she has the authority to so act. The proposer who has its SOQ accepted may be required to answer further questions and provide further clarification of its proposal and responses. C. Receiving this RFQ or responding to it does not entitle any entity to participate in services or transactions resulting from or arising in connection with this RFQ. The District shall have no liability to any person or entity under or in connection with this RFQ, unless and until the District and such person have executed and entered into an agreement pursuant to the terms of this RFQ. D. By responding to this RFQ each responding party acknowledges that neither the District nor any of its representatives is making or has made any representation or warranty, either express or implied, as to the accuracy or completeness of any portion of the information contained in this RFQ. The responding party further agrees that neither the District nor any of its representatives shall have any liability to the responding party or any of its representatives as a result of this RFQ process or the use of the information contained in this RFQ. Only the terms and conditions contained in an agreement when, as, and if executed, and subject to such limitations and restriction as may be specified therein, may be relied upon by the respondent in any manner as having any legal effect whatsoever. E. This RFQ is not a solicitation for price and responses should not include a cost for design professional services. The method of contractor selection has not been determined at this time.
