The Work to be performed for the Haviland Road Sewer Extension Project involves obtaining all materials and completing all work related to the construction of sanitary sewer extensions beneath Haviland Road and an unnamed alley from an existing sewer beneath Brougher Lane as detailed in the contract documents. The project includes, but is not limited to, earth work, rock removal, utility relocation, manhole installation, sewer pipe installation, and site restoration. Maps and plans have been included on the Penn BID website defining the project area. The construction easements required for this project will be secured by the Township prior to the notice to proceed. This construction project is financed by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority (CFA) and must comply with PA Small Water and Sewer Program guidelines. Work must be performed to ensure that non-discrimination/sexual harassment provision of the contract documents and the CFA are met. The work shall also conform to the requirements of the Pennsylvania Prevailing Wage Act. West Manchester Township, in accordance with Title VI of the U.S. Civil Rights Act of 1964 and Parts 21 and 23 of 49 C.F.R., notifies all respondents that it will affirmatively ensure that MBE/WBE will be afforded full opportunity to submit proposals in response to this invitation and that no person will be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The time for completion of the work of this contract is 120 days from the issuance of the notice to proceed. The Owner hereby reserves the right to reject any and/or all proposals submitted. The Owner also reserves the right to waive any defects, errors, omissions, irregularities, or informalities in the proposals received.
