Nobles Fax: 850-969-3384 Email: paul.nobles@ecua.fl.gov It is the intent of the ECUA to enter into a contract with a qualified vendor for the purchase of Sodium Hypochlorite. Delivery will be on a call-out basis as needed by ECUA. All deliveries must be made within five (5) calendar days of order. It is anticipated the Emerald Coast Utilities Authority will require approximately 450,000 gallons of sodium hypochlorite solution at 12% concentration over a one-year period: approximately 400,000 gallons at the CWRF, and 50,000 gallons to the Pensacola Beach Site. Sodium Hypochlorite solution should be 12.5% at time of manufacture. However, this may vary from 300,000 to 600,000gallons. The liquid shall have the following typical physical properties. Specific Gravity 1.22 minimum PH Range 12.5 - 14.5 Freezing Point -12F Boiling Point 222F Available Chlorine 125 grams per liter (At delivery) Deliveries will be made to the Pensacola Beach Water Reclamation Facility @ 53 Via DeLuna Dr., Pensacola Beach, Florida 32561 or to the CWRF at 2980 Old Chemstrand Road, Cantonment, Florida, 32533. At Pensacola Beach, there are two storage tanks (3900 gallons each) onsite. Connections are made three feet above ground level using 2" male camlock fittings. The top of the tanks are approximately 20 feet above grade. At the CWRF, the tanks hold 24,000 gallons each. The tops of the tanks are approximately 12 feet above ground. ECUA staff will review all bids and forward their recommendations to the ECUA Citizens' Advisory Committee scheduled to meet at 3:00 p.m., July 19, 2022 in the ECUA Board Room, 9255 Sturdevant Street, Ellyson Industrial Park. The ECUA Citizens' Advisory Committee recommendation will be presented to the ECUA Board at their meeting scheduled for 3:00 p.m., July 26, 2022, in the ECUA Board Room. When applicable, a contract may be renewed contingent upon cost factors, mutual agreement, satisfactory performance evaluations, availability of funds and ECUA Board approval. ECUA's performance and obligation to pay for the purchase of services or tangible personal property of a period in excess of one (1) fiscal year under any contractual relationship is contingent upon an annual budget approval by the ECUA Board. This petition must also be accompanied by a protest bond of an amount equal to 1.0 percent (1%) of the value of the solicitation, but in no case less than $1,000 nor greater than $10,000.00. This bond shall be in the form of a money order, certified cashier's check, or certified bank check made payable to the Emerald Coast Utilities Authority. Failure to post such bond within ten (10) business days after the decision of the Executive Director or his or her designee shall result in the protest being dismissed by the Executive Director.
