Site work, paving, outdoor lighting and renovation of a mixed-use development in Santa Rosa, California. Completed plans call for the renovation of a 10,763-square-foot fire / police facility; fire / police facility; for site work for a fire / police facility; sidewalk / parking lot; for outdoor lighting for a sidewalk / parking lot; water / sewer project; road / highway; and for paving for a road / highway.
This project has an awarded contractor. The scope of services should include, at a minimum, Agency Construction Management and Construction Inspection as defined and described in the American Public Works Association (APWA) publication titled, "Management of Public Works Construction Projects". Your management and inspection services shall be in general conformance with the APWA publication, or other infrastructure industry publication with comprehensive guidelines for management and inspection of Public Works projects that is acceptable to the City. Requested deviations are to be presented in proposal and may affect the scoring of the consultant The approximately 2.11-acre project site is in the northwest portion of a larger property located at 1400 Fountaingrove Parkway (APN 173-670-022). The site is currently undeveloped and does not have a separate address listed by the City. The proposed project is called the Fire Station 5 Resiliency and Relocation Project (Project). The Project rebuilds a former fire station that was located on Newgate Court, approximately 4,000 feet northeast of the Project site which burned in 2017 Tubbs Fires. The Project is a replacement of a temporary facility located approximately 4,000 feet southeast from the proposed Project site at 3480 Parker Hill Road. Development would occur in two areas of the parcel. The western portion of the site would be developed with a new approximately 10,763 square-foot, twostory, fire station essential services building. At its tallest point, the fire station would be 29 feet tall. Additional ground disturbance of up to 1.9 acres of previously disturbed and developed public right of way adjacent to the site for utility connections, and intersection and frontage improvements is also proposed. On the east side of the site (in the panhandle), a paved parking lot with approximately 20 spaces would be developed. Trees and landscaping destroyed by the Tubbs Fire would be removed. Other proposed improvements to support the new fire station include road median and striping improvements, light signalization changes, and relocation of an aboveground PG&E transformer. The existing aboveground PG&E transformer is located the west side of the site along Fountaingrove Parkway. This transformer serves the AT&T Switch Gear Building south of the site, along the existing gravel access road. Project construction would necessitate moving the transformer to a location yet to be determined by PG&E. AT&T and PG&E infrastructure is located underground at the proposed new fire station site and will need to be relocated. Work for utility relocation is to be tracked and invoiced separately from the other work due to the grant funding source requirements. The Project proposes a new permanent fire station for the Santa Rosa Fire Department that meets the latest design standards for fire safety to provide maximum fire resilience. Note: See Performance Criteria in the Design-Build RFP attachment for extensive scoping and other project description information. The construction estimate range is $15.6M to $18M 2184
