This contract will include removing downed tree piles and brush located within the City of East St. Louis. Before beginning the work, the Contractor shall secure permits from the City of East St. Louis Regulatory Affairs Department and Environmental Protection Agency, as required. Be advised that the authorities of the City of East St. Louis, Illinois have determined that the cut down trees and brush left on Lots is unsafe and dangerous to the life, health, property and safety of the public and constitutes an immediate and continuing hazard for the City of East St. Louis and its citizens in violation of East St. Louis Municipal Code Section 22-9 and pursuant to Section 107 of the International Property Maintenance Code adopted by Section 22-9 of the East St. Louis Municipal Code. For this effort, the areas of tree and brush removal are as shown on the location maps below. Contractor shall note that the tree root-ball was left on trees. Trees and brush shall be removed and transported to the City's a Burn Site Location. The City's Burn Site Location is at North Kingshighway just south of the Metrolink tracks. The City will accept the trees at its Burn Site Location. Trees and brush removal and transporting is carried out pursuant to an order of a state or local government agency issued because the existence of trees and brush invites rodents and is unsightly. Note that this proposal requires emergency tree and brush removal and transporting, and it being understood too and agreed that "time is of the essence" in the completion of this project. The City of East St. Louis follows the 2006 International Building Code and the latest edition of the International Property Maintenance Code and National Emission Standards for Hazardous Air Pollutants (NESHAPS). Any person(s) who shall violate a provision of these provisions, or fail to comply therewith, or with any of the requirements thereof, shall be prosecuted within the limits provided by the laws. Each day that a violation continues after due notice has been served shall be deemed a separate offense. AU bidders are cautioned to carefully inspect the parcels involved in this project and to become familiar with all the requirements of this bid/quote document, City Code, and State and Federal law prior to the submission of this bid/quote. All bidders shall bid the scope of work separately for each location as set on the bid form below.
