Project Name: ADOT Pedestrian and Bicycle Southeast Group RSA Project Project (TRACS) Number: M7200 01X District: Statewide Route/MP: Various Funding Source: HSIP Safety Assessment of various high pedestrian and bicycle crash intersections and segments of the state highway system. Project will include analysis of crash characteristics, current operational data (speed and volume of vehicle pedestrian and bicycle traffic), and planned construction and projected future operational characteristics. Work includes field review of locations and may require survey of existing roadway configurations. ADOT is interested in demonstrating cause and effect relationships between proposed solutions and expected outcomes. As such, the intent of these RSAs is to develop proposed solutions for documented pedestrian and bicycle crash histories that can be translated directly into future state funded projects or Highway Safety Improvement Program (HSIP) applications. Final report will include: 1. Recommendations for possible low-cost, near-term changes to the road characteristics to improve safety and operations. 2. Crashes likely affected by implementation of these changes 3. Crash modification factors (CMF) from FHWA CMF Clearinghouse or approximate CMFs based on peer reviewed literature for the proposed changes 4. Concept level design estimates of the changes 5. Concept level benefit cost ratios of proposed changes 6. Review and comment on A Road Safety Assessment (RSA) is a formal safety performance examination of an existing or future road or intersection by an independent multidisciplinary team. It qualitatively estimates and reports on potential road safety issues and identifies opportunities to eliminate or mitigate concerns. The RSA team studies the location from a variety of perspectives, uncovering road safety issues and identifying opportunities for safety improvements. This RSA project will include Southeast Group locations. The work includes evaluation of possible low-cost safety countermeasures to improve safety and capacity. FHWA Road Safety Audit Guidelines in conducting RSA should be used. Southeast Group includes: Southeast SR 90 MP 320-323.8 (Pedestrian Safety Action Plan (PSAP) - High Risk (HR), Bicycle Safety Action Plan (BSAP) High Crash (HC) and High Risk (HR) & SR 92 MP 321-326.7 (PSAP - HC, Transportation Systems Management and Operations (TSMO) bike x1)Sierra Vista SR 90 is High-Risk, SR 92 is High-Crash with similar characteristics SR80/US191 MP365.5-366.1 (PSAP - HR) Douglas US 60X MP 189-194 (BSAP - HR and HC, PSAP - HR and HC) Apache Junction Phoenix Metro I-17/Thomas Diamond (PSAP - HC Intersection, TSMO bicycle) Phoenix Metro Questions, in writing, shall be received by ECS at the below email address until 06/15/2022 at 2:00 P.M. (Arizona Time). No further questions shall be accepted after the time specified. The method of contractor selection has not been determined at this time.
