Renovation of a water / sewer project in Stockton, Illinois. Completed plans call for the renovation of a water / sewer project.

The work for which bids are asked includes the following: Construction of the Main Building, Anaerobic Tank, Oxidation Ditch, Final Clarifier, UV Disinfection Building, Aerobic Digester, and associated appurtenances. Project shall be substantially complete within 720 Calendar Days and achieve final completion within 780 calendar days. No bidder may withdraw his bid within 60 calendar days after the actual date of the opening thereof. Federal Davis Bacon Wage Rates: Federal wage rates can be found at portal. Be aware that project Administrators, Bidders, and Contractors are required to use the latest federal wage rate available at the time of bid opening. The applicable wage rates to be used for this project can be found in the specifications or by addendum if the wage determination is updated prior to the bid opening. Wage rates are issued on a monthly basis and monthly revisions are possible. If wage rates are revised in the duration of the project, those are the monthly wages that are applicable. A conditional or qualified BID will not be accepted. "Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Water Pollution Control Loan Program (35 IAC Part 365), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), IL Works Jobs Program Act (30 ILCS 559/20-1), and the "Use of American Iron and Steel" requirements as contained in Section 436 of H.R. 3547, the Consolidated Appropriations Act, 2014. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises (DBEs). The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4." "The contractor shall pay prevailing wages in accordance with the Federal Davis-Bacon wages provision. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin." Award will be made to the low, responsive, responsible BIDDER on the basis of the Base Bid. Each BIDDER is responsible for inspecting the site and for reading and being thoroughly familiar with the CONTRACT DOCUMENTS. The failure or omission of any BIDDER to do any of the foregoing shall in no way relieve any BIDDER from any obligation in respect to his BID. Each BIDDER shall supply a list of all subcontractors that submitted proposals and if requested by the OWNER all major material suppliers. Further, the BIDDER agrees to abide by the requirements under Executive Order No. 11246, as amended, including specifically the provisions of the equal opportunity clause set forth in the SUPPLEMENTAL GENERAL CONDITIONS OWNER reserves the right to waive any informalities or to reject any or all bids.
