This Request for Documented Quotations (DQ) is issued by the State of Colorado, acting by and through the Department of Natural Resources, Division of Reclamation, Mining and Safety (DRMS). Enclosed is a brief description and bid schedule for the Matterhorn Mill Wetlands Project In 2021, work was completed to place mill tailings associated with the Matterhorn Mill into an onsite repository. A drainage ditch (approximately 5 feet wide and 2 feet deep, with 2 feet of rock in the bottom) was constructed around the perimeter of the repository. Approximately 250 feet of the ditch immediately abuts an existing wetland. To avoid inadvertent draining of the adjacent wetland, this project will install four ditch blocks. A low-flow notch will also be installed in the ditch to allow surface flows (snowmelt and other precipitation) to spill out of the ditch into an area of wetlands. Additionally, the access road to the repository will be reclaimed as part of this project. The repository access road was constructed through a small section of wetlands. Two layers of geogrid were placed over the wetland area and 3 to 4 feet of coarse rock and gravel were placed to allow heavy equipment to pass without compaction of wetlands soils. The materials used for the wetlands crossing will be removed and placed onsite and the liner material separated and placed onsite. Bidding documents must be obtained prior to the pre-bid meeting. Any Documents that cannot be loaded to the VSS System are the ONLY documents that will be distributed at the Pre-Bid Meeting. For projects exceeding $150,000, the successful proposer(s), hereafter called Contractor, will be required to enter into a formal contract with the State. The contract will incorporate this DQ, published addenda, and the response of the successful bidder, and will include all contract terms and the Colorado Special Provisions. The project is scheduled for construction between August 1, 2022 and August 31, 2022. This includes ten (10) days mobilization time. These dates are tentative and may change. The time of completion allowed for the project is 30 calendar days after receipt of the Notice to Proceed. This includes ten (10) days mobilization time. The Principal Representative shall be entitled to reject any claim for extra cost whenever the foregoing procedure is not followed.
