Consequently, any tenderer must make sure, before tendering, to obtain all the documents related to this call for tenders via the electronic tendering system . Tenders must be valid for a period of ninety (90) days and be accompanied by a certified check or a tender guarantee issued by an insurance company for an amount at least equal to ten one hundred (10%) of the bid value, together with a letter of intent to issue a performance bond and a bond for labour, materials and services , each for a value of fifty percent (50%) of the tender value. Only bonds issued by companies holding an insurer's license in Canada and recognized by the Autorité des marchés financiers du Québec will be accepted under the terms of the tender documents. The applicable intergovernmental agreements are the following: Quebec-Ontario Agreement (ACCQO), Quebec-New Brunswick Agreement (AQNB) and Canadian Free Trade Agreement (CFTA). The City does not undertake to accept the lowest or any of the tenders received. It also reserves the right to reject all tenders received, if it deems it appropriate, without being held liable or subject to a lawsuit or claim for costs or losses suffered by the tenderers.
