The Oberlin Municipal Light & Power System intends to contract for professional engineering services to design, engineer and manage the construction and commission of a new substation at 14800 State Route 58 Oberlin, OH 44074. BACKGROUND The Oberlin Municipal Light & Power System (OMLPS) manages the day to day operations, maintenance and construction of the Oberlin electric utility system. OMLPS serves approximately 3070 customers with 2700 residential customers and 370 commercial customers. Commercial customers comprise 80% of the utilitys energy load. The service area covers approximately seven and a half square miles and consists of two switching stations and three substations. The system peak is 23 MW and OMLPS distributes about 100,000 MWh annually. Oberlin purchases its power through American Municipal Power and currently has a 100% carbon neutral power portfolio. PROJECT SCOPE OMLPS is hereby inviting Statements of Qualification (SOQ) from qualified Electrical Engineering Consultants, with proven experience and expertise, to provide Professional Engineering Services to design, engineer, and manage the construction and commission of a new substation at 14800 State Route 58, Oberlin, Ohio 44074. The new substation will be connected in a loop feed to Oberlins existing 69kV system. Distribution circuits will be provided by a 10/12/14 MVA, 69 kV to 12.47 kV transformer to feed three 12.47 kV distribution circuits. The proposed Contract for Professional Services is anticipated to include: Geotechnical, survey and environmental services for the property Civil engineering required to prepare and construct the substation on the chosen property Design of the new substation Design of the transmission and distribution circuits entering and leaving the substation Engineering of the protection/relaying scheme and coordination with the existing 69 kV system Develop the project bid package for the construction of the new substation Manage and oversee the bidding process. Evaluate and recommend bids for the construction of the new substation Manage the complete construction process from start to finish Oversee the commissioning of the completed substation The consultant will work with OMLPS staff through the design, engineering, construction and commissioning of the new substation and associated infrastructure.
