https://barnstableenews.com/town-council-meeting-thursday-april-17-2025/ The Massachusetts Department of Environmental Protection (MassDEP) released the Final 2025 Intended Use Plans (IUPs) detailing the projects, borrowers, and amounts that will be offered financing through the Clean Water and Drinking Water State Revolving Fund loan programs for this year’s financing cycle. 2025 Final SRF Intended Use Plans | Mass.gov The IUP did not substantially change from previous years, resulting in DEP committing to fund Barnstable’s listed projects in carryover projects (Route 28 West Sewer Expansion and Nitrogen Removal Improvements and New Headworks Facility) and including Barnstable’s Phinney’s Lane Neighborhood and Centerville Village Sewer Expansion Projects as new listed projects. This funding commitment keeps those projects eligible for the principal subsidy from the Cape Cod & Islands Wastewater Trust Fund. MassDEP did identify funding concerns and flagged limited additional funds to address increased costs. Barnstable has offered to continue to actively participate in discussions with MassDEP regarding strategies to maintain the State Revolving Fund as a financially viable resource in the future. I will keep the Town Council and public advised as this matter progresses. -------------------------- As of April 19, 2023, an engineer firm has been selected and confirmed. This project is included Town of Barnstable Fiscal Year 2024-2028 Capital Improvement Plan. A firm timeline for construction has not been established. However, funding is allotted towards fiscal year 2025 for construction. The closed solicitation has been included below for reference. The proposed project will extend municipal sewer on Route 28 from Phinney’s Lane to Route 149 in Marstons Mills. Also included in this project would be the conversion of the existing Marstons Mills Wastewater Treatment Plant (MMWWTP) to a municipal wastewater pump station, which would be, designed to sewer the nearby properties, as part of a future Phase 1 project, and associated sewers in East Osterville Road and Old East Osterville Road. The project is identified in Phase 1 of the Comprehensive Wastewater Management Plan (CWMP). Construction is anticipated to begin in FY 2025. This project will install approximately 5.2 miles of sewers, connect approximately 150 properties to municipal sewer, collect approximately 36,000 gallons per day of wastewater, and remove approximately 3.6 kg/day of nitrogen. _________________ The Town of Barnstable Procurement Office on behalf of the Department of Public Works (DPW) hereby requests the submittal of qualifications and proposals from qualified professional engineering firms to evaluate and design new sewer infrastructure that will extend the sewer westerly on Route 28. Project will include construction of new sewers, additional utility coordinate and pump stations and decommissioning as specified. All proposals must be received in sealed envelopes properly marked prior to the proposal due date and time. The Town of Barnstable reserves the right to reject any or all proposals when it deems it to be in the best interest of the Town. The contract and its award process are not subject to the Uniform Procurement Act pursuant to the M.G.L. c. 30B or the Designer Selection Law, Chapter 7C. Issuance of this Request for Proposal does not signify the Town's submission of this service to the provisions of the Act, and the contract and award will be made at the Town's discretion. If it becomes necessary to revise any part of this RFP or otherwise provide additional information, an addendum will be issued to all prospective proposers who received copies of the original request. Award of a contract resulting from this Request for Proposal shall be in strict accordance with the requirements of this document. Last day to submit questions is 06/23/2022 by 12 Noon The method of Contractor Selection has not been Determined at this time.
