Skagit County (County), by and through the Skagit County Public Works Department invites the submittal of written statements of qualifica- tions from consultants in- terested in providing Engi- neering and Environmental Services for the design of all of the following eleven (11) County-owned and maintained road culverts (located within County road right-of-way) begin- ning in or about the sum- mer of 2022 through 2025: (1. )Bulson Road - Bul- son Creek #ES80750-3; (2.) Friday Creek Rd - Butler Creek #ES50210-2; (3) S. Skagit Hwy - Gilligan Creek #ES07000-13; (4.) Old Hwy 99 N. - But- ler Creek #ES50510-11; (5.) Concrete Sauk Val- ley Rd - Rudd Creek #ES08000-11; (6.) Sauk City Road - Unnamed Ck #ES79400-2; (7.) Sauk Store Rd - Unnamed Ck #ES79410-1; (8.) S. Skagit Hwy - Sorenson Creek #ES07000-14; (9.) Starbird Rd - Unnamed Creek #ES82000-4; (10.) Tyee Road - Unnamed Ck #ES83000-3; and (11.) S. Skagit Hwy - Stevens Creek #ES07000-15 PROJECT DESCRIPTION It is anticipated that the County will receive approximately One Million Dollars ($1,000,000) in grant funding from the RCO (Washington State Recreation and Conservation Office) to complete up to eleven (11) culvert replacement designs beginning in or about the summer of 2022 and continuing through 2025. Funding for the design and environmental professional services contract to be executed between the County and the selected consultant is contingent upon and subject to actual receipt of such RCO grant funding by the County. If requested by the County, additional tasks to be performed by the selected consultant may include providing the County with assistance in making grant applications for construction funding for one or more of the eleven (11) culvert designs prepared by the one (1) consultant selected by the County. SCOPE OF WORK Work will include site reconnaissance, surveying, and the preparation of an alternatives analysis, a design report, and complete sets of construction plans for all eleven (11) project sites. Outreach with interested parties (including, but not necessarily limited to, SFEG, Swinomish, Sauk-Suiattle, USIT, and/ or formally designated representatives of such parties), may be required at some of the eleven (11) project sites to facilitate discussions. SUBMITTAL A cover letter accompanying the statement of qualifications is required and shall include the following information: Firm name, phone number, and email address; Name of Principal-in-Charge, Project Manager, and Key Personnel. The submittal package shall be limited to one page cover letter and a maximum of FIVE (5) pages of qualifications (single-sided, letter size), stating qualifications. Submittals will be evaluated and ranked based on the following criteria: 1) Key personnel; 2) Firm's experience as a design consultant delivering such services for these types of projects. 3) Approach to project (including but not limited to potential ideas/implementation measures to minimize delivery risks and reduce design and construction costs). 4) Firms plan and ability to meet project schedule to ensure completion by 2025, including suggestions, comments, or changes to anticipated delivery schedules. 5) Familiarity with relevant codes, standards, and specifications. 6) Past performance/references. Selection will be made on qualifications submitted. Highest ranking firms will be interviewed.
