Sangamon County Water Reclamation District (SCWRD) Lincoln Greens Area Low Pressure Sanitary Sewer System The apparent low, responsive, responsible bid will be selected for the work. The project will be awarded in (2) phases. Phase I will include a unit price bid to construct the low pressure sewer mains, valves and service connections to the back of the corporation stop. Phase II will include a lump sum bid price to construct the individual grinder stations and plumb them to the corporation stop from phase I as well as abandon the existing on-site treatment system. The SCWRD reserves the right to waive or not to waive any irregularities in the bids and to reject any or all bids and to determine which is the lowest, responsive, responsible bid for the improvements. The successful bidder will be required to agree that not less than the prevailing rate of wages will be paid to all workmen, laborers, and mechanics performing their work under this contract. The SCWRD Project Labor Agreement Ordinance is included in the Contract Documents. A project labor agreement shall be required for this project and shall condition the award of a general contractor upon a requirement that the contractor negotiate in good faith a project labor agreement with labor organizations engaged in the construction industry and, if necessary, use the Department of Labor to reach a project labor agreement. SCWRD shall provide the form of the project labor agreement. Bidders shall be pre-qualified with the SCWRD per the requirements set forth in the Contract Documents. The Contractor shall comply with all portions of the SCWRD Responsible Bidder Ordinance 2007-20. SCWRD Responsible Bidder Ordinance is included in the Contract Documents. Each separate bid will be required to remain open for a period of 60 days after bids are opened. Each separate bid must be accompanied by certified check or bank cashieras check payable to the Owner, or a bid bond, duly executed by the bidder as principal and having as surety thereon a surety company meeting the requirements as referenced in the Instructions to Bidders in the amount of 10% of the bid. Such checks or bid bond will be returned to all except the three lowest bidders within ten days after the opening of bids, and the remaining cash, checks or bid bonds will be returned promptly after the Owner and the accepted bidder have executed the contract. The successful bidder(s) will be required to furnish Performance Bond and Payment Bond satisfactory to the Owner in the amount of 100 percent of the contract amount.
