Request for Quote: FA301622Q0075 Plumbing Repairs for JBSA Lackland and JBSA Randolph NAF Lodging Facilities Multiple-Award Blanket Purchase Agreement This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) applicable format pursuant to Nonappropriated Fund (NAF) processes, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This NAF solicitation is issued as a Request for Quotation (RFQ) and is a combined synopsis/solicitation. This purchase is unrestricted for NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and the size standard is $16,500,000.00. The Nonappropriated Fund Instrumentality (NAFI) intends to award this requirement as a multiple award Blanket Purchase Agreement (BPA). BPAs will be established with a maximum of no more than three (3) responsible Contractors whose quotes conform to the requirements outlined in this RFQ and are most advantageous to the NAFI based on the best value determination by the contracting officer. This is a requirement for Plumbing Repairs at NAF lodging facilities located on Joint Base San Antonio (JBSA) Lackland and Randolph. This is a notice that this BPA RFQ is unrestricted and is available to all concerns. 2. Questions/Concerns. Basis for Award. 502 CONS/JBKAB will issue no more than three (3) Firm Fixed Price (FFP) multiple award BPAs to contractors who are determined to offer the best value to the NAFI for the requirements under the SOW and the Schedule B-Lodging Plumbing Repairs BPA Price List. The term Quoter(s) and Offeror(s) shall be considered synonymous herein. Award of a BPA will only be offered to a Contractor(s) that is deemed responsible IAW AFMAN 64-302 Nonappropriated Fund Contracting Procedures, Paragraph 6.10, and whose quote conforms to the solicitation requirements and the SOW. 4. Evaluation. For this procurement, Best Value determination will be made based on reasonable prepriced, Technically Acceptable quote(s). The NAFI will award no more than three (3) BPAs from this RFQ to the responsible offerors whose quote(s) conforms to the RFQ and is most advantageous to the NAFI. The following factors shall be used to evaluate quotes: technical acceptability and reasonable pre-priced pricing. Only technically acceptable and reasonable quotes are eligible for award and only quotes received from Offerors that provided unit pricing for ALL line items under the Schedule BLodging Plumbing Repairs BPA Price List will be considered. a. The following process will be followed: (i) Quotes will be reviewed to ensure that all line items have been priced. Quoters that submitted prices for ALL line items in the Schedule B-Lodging Plumbing Repairs BPA Price List will initially be ranked based on total evaluated price (TEP). TEP will be determined by adding all the line item unit prices in the Schedule B-Lodging Plumbing Repairs BPA Price List for an overall amount, and then all quoters will be ranked lowest to highest. (ii) If three (3) or fewer quotes are received, the NAFI will evaluate all quotes for technical acceptability. If more than three (3) quotes are received, the NAFI will evaluate the three (3) lowest ranked quotes for technical acceptability. However, the NAFI reserves the right to evaluate additional quotes for technical acceptability if deemed to be in NAFI's best interest. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of rank as detailed in 4a(i). (iii) The technical evaluation team will evaluate the factors identified below. For the quote to be technically acceptable, the technical factors must be rated as acceptable. The failure of an Offeror to meet any or all of the technical criteria will result in a technically unacceptable rating and be ineligible for award. The technical factors will receive one of the ratings listed below: Acceptable: Quote clearly meets the minimum requirements of the solicitation. Unacceptable: Quote does not clearly meet the minimum requirements of the solicitation (iv) Technical Factor. The NAFI will evaluate the quotes for technical acceptability, assigning ratings as described in paragraph 4a(iii) above. The failure of a quote to meet any or all of the technical criteria will result in a technically unacceptable rating and preclude award. FACTOR 1 - License. Prime Contractor and/or subcontractor shall have a valid Texas Master Plumbing License, and a valid Backflow Assembly Tester License certified by the state of Texas. The standard has been met when: The Offeror/Primary Contractor provides proof that the primary and/or subcontractor has a current/valid Texas Master Plumbing License, and provides proof of holding a current/valid Backflow Assembly Tester License certified by the state of Texas. (v) Price Reasonableness. 502 CONS/JBKAB, using one or more of the techniques defined in FAR 13.106-3 and or 15.404-1 will determine if the lowest priced, technically acceptable quotes are fair and reasonable. (vi) Interchanges. It is the NAFI's intent to award without interchanges. The NAFI may consider, throughout the evaluation, the "correction potential" of any quotes to this BPA solicitation. The judgment of such "correctional potential" is within the sole discretion of the NAFI and may be held with all, some or none of the Quoters. If any aspect of an Offeror's quote does not meet the NAFI's requirements and is not considered correctable, the offer will be ineligible for a BPA award. The NAFI may determine one or a few Quoters have the highest potential to provide the best value to the NAFI. The NAFI may conduct interchanges with those Quoters that, at the discretion of the Contracting Officer, have the highest potential to represent the best value. These interchanges may address technical or price matters, and any required BPA documentation including any other matter in the evaluation process. Resolution of minor or clerical issues would not constitute interchanges and the NAFI reserves the right to award the BPAs without the opportunity to revise quotes. 5. Completion of Work: The Contractor shall ensure that all items in the description can be fully performed and IAW the SOW. 6. Davis-Bacon Act Compliance: The minimum wages paid laborers and mechanics engaged in construction work within the scope of this request shall be in accordance with the Department of Labor minimum wage determination in effect at award and the applicable Labor Standards clauses in Attachment 4. Current wage determination can be found at Attachment 3. 7. NAF clauses and Special Construction clauses applicable to this solicitation are attached.
