The City of La Crosse has close to 5 miles of levees and floodwalls which protect the City from seasonal flooding of the Mississippi, Black, and La Crosse Rivers. The levees were constructed during emergency conditions in 1965, and were not built to US Army Corp of Engineer standards due to availability of materials and time constraints of what would become the flood of record. In 1974 FEMA established flood maps which included much of the City behind the levees because the USACE could not certify them due to insufficiencies of standard materials and widths. Since the original construction, the City has made efforts to improve the levees when possible; however, this has been a drawn-out process, and in many cases can not meet updated USACE standards.
