REQUEST FOR QUALIFICATIONS PROFESSIONAL ENGINEERING SERVICES The United Water Partnership dba Atchison County Wholesale Water Commission is requesting qualifications for survey, bidding, and construction engineering services of transmission lines to new members. The engineering plans and specifications shall adhere to the Minimum Design Standards for Missouri Community Water Systems effective May 1, 2022. Introduction The United Water Partnership is a Wholesale Water Commission located in Atchison County Missouri. The water source is a well field in the Missouri River alluvium. The treatment plant is located on a bluff south of US Hwy 136 and east of Interstate 29 in Atchison County Missouri. It wholesales water to its current membership consisting of Atchison County (MO) Public Water Supply District #1, and the cities of Fairfax, Rock Port, and Tarkio. All are located in Atchison County, MO. It is now ready to take on new members via Joint Contract under Chapters 393 and 70, Revised Statutes of Missouri. These Members must be either city water suppliers or public water supply districts but can be located outside the county and/or state of Missouri. Scope of Work Survey, Design, bidding, and construction of water transmission lines from our water treatment facilities and/or any other part of our current transmission system to new member storage tank, towers, or any other designated point of connection. Qualification and requirement information provided to United Water Partnership shall include: A. Specialized experience and technical competence of the firm with respect to the type of services required. B. The capacity and capability of the firm to perform the work in question, including specialized services, within the time limitations fixed for the completion of the project. C. The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules. D. The firm's proximity to and familiarity with the area in which the project is located. Local topology and geology (loess bluffs) E. The firm's professional experience in designing water distribution and transmission system projects. F. The firm's ability to meet all USDA-RD and Dept. of Natural Resources requirements. G. The firm's ability to provide information to assist in funding. H. The firm's ability to work with the engineers of any new members. I. The firm must have good communication with the United Water Partnership. Please address each of the previous qualification and requirements with a brief narrative.
