Notice is hereby given that the East Bay Municipal Utility District (hereinafter referred to as the "District") has determined that all Excavation Support Contractors sub-bidding on the Specification 2128 - UPPER SAN LEANDRO WATER TREATMENT PLANT MAINTENANCE AND RELIABILITY, AND UPPER SAN LEANDRO AND SOBRANTE WATER TREATMENT PLANTS CHEMICAL SYSTEMS SAFETY IMPROVEMENTS ("Project") shall be pre-qualified prior to submitting a sub-bid on the Project. It is mandatory that all Excavation Support Contractors who intend to submit a sub-bid for the Project ("Prospective Sub-Bidders"), fully complete the Excavation Support Subcontractor's Statements of PreQualifications ("EXC-SOPQ") package, provide all materials requested herein, and be prequalified by the District to be on the final qualified sub-bidder's list. The final list of prequalified Excavation Support Contractors will be stated in the Project Bid Documents. The District will post questions and responses received from Prospective Bidders and SubBidders during the SOPQ pre-submission period, and as the District considers necessary, issue any addenda that provide further clarification. Questions shall be submitted via the Questions and Answers link on the Spec 2128H prequalification webpage. Addenda and responses will also be posted on the webpage, and questions will be accepted up until seven (7) workdays prior to the deadline for all SOPQ submissions. It is the Prospective Bidder's and Sub-Bidder's responsibility to frequently check the Spec 2128H webpage for any posted SOPQ pre-submission information. Last Day for Questions or Comments 5 pm on July 8, 2022 The EXC-SOPQ package is specific to the Project and is not a qualification for performing other District projects or District projects in general. The District anticipates notification of Prospective Sub-Bidders no later than August 9, 2022, if the Prospective Sub-Bidder meets District's Excavation Support Contractor pre-qualification standards. A Project video is anticipated to be posted electronically on the Spec 2128H prequalification webpage starting on June 28, 2022. On this video, representatives of the District will present the Project's scope of work, order of the Work, and EXC-SOPQ, E-SOPQ and GC-SOPQ submission requirements. Prospective Bidders and Sub-Bidders can access the SOPQ presubmission video, along with the corresponding presentation slides at their convenience by viewing the District links on the left-hand side of the Spec 2128H webpage after it is posted by the District. It is mandatory that all Prospective Bidders and Sub-Bidders watch this entire SOPQ pre-submission video before submitting an SOPQ for this Project. The District encourages principals and/or project managers of Prospective Bidders and Sub-Bidders to watch this video. The Prospective Bidders and Sub-Bidders will be required to attest that they have watched the entire video in order to qualify to submit their respective SOPQ(s). The following is a general summary of work and is not considered all-inclusive. 1.2.1 Installation of all work related to the Maintenance and Reliability Improvements at the Upper San Leandro Water Treatment Plant: 1.2.1.1 Raw Water Control o Modifications to existing raw water valve pit, including demolition and replacement of existing 36-inch valve, chemical injection quills, and stairs, and installation of a new canopy. 1.2.1.2 Flocculation Systemo Installation of fifth stage of flocculators within existing flocculation basin(s). o Demolition and replacement of existing flocculation baffles with perforated, stainless steel baffles. 1.2.1.3 Sedimentation Basin o Demolition and replacement of existing trac-vac solids removal system with a cable-vac system with distributed control system (DCS) control within existing sedimentation basin(s). 1.2.1.4 Filter and fluoride buildings o Demolition of filter plant no. 1, including filter beds no. 1 through 6 and associated filter building. o Relocation of emergency plant water system and electrical feeds to accommodate demolition. o Recoating of piping and repair of cracks and recoating of filter pipe gallery walls inside filter plant no. 2. o Demolition of fluoride building. 1.2.1.5 Chlorine Contact Basin (CCB) o Installation of secant pile shoring system to support construction of new CCB and pipeline tie-ins, with the deepest point approximately 35 feet below grade. o Demolition of existing 3.3 MG, buried, rectangular, concrete CCB and construction of a 2.5 MG, buried, circular, prestressed concrete tank with internal concrete baffles. o Demolition and installation of approximately 220-feet of 66-inch pipe, 65-feet of 48-inch pipe, and 110-feet of 30-inch pipe, connected to CCB. o Demolition of pre-CCB chemical injection vault. o Installation of mechanical and structural improvements at the filter effluent flow meter pit. o Installation of treated water flow meter and construction of verification vault. 1.2.1.6 Clearwell o Demolition and replacement of existing wood-framed roof on existing 6.6 MG, open-cut clearwell with low-sloped aluminum roof. 1.2.1.7 Washwater Reclaim and Solids Handling System o Spent washwater reclaim system o Construction of new 480,000 gallon, above-grade, steel spent washwater basin. o Installation of improvements to two existing 480,000 gallon, above-grade, steel spent washwater basins, including recoating, new stairs, extension of basin walls, and installation of seismic improvements. o Installation of improvements to existing reclaim pumping plant (PP), including demolition and replacement of reclaim pumps and settled solids pumps with variable frequency drives (VFDs), and electrical and HVAC improvements.o Solids thickening system o Construction of new 350,000 gallon, above-grade, concrete gravity thickener basin. o Installation of improvements to two existing 725,000 gallon, above-grade, steel detention basins, including recoating and new stairs. o Construction of new gravity thickener decant pumps and polymer feed station. o Installation of improvements to existing solids PP, including demolition and replacement of pumps with new solids transfer and thickened solids pumps with VFDs, and electrical and HVAC improvements. o Reclaim vaults o Construction of two new valve vaults "F2" (19'Lx18'Wx14'D) and "H" (12'Lx8.5'Wx10'D). o Installation of mechanical and electrical improvements to existing valve vaults A, B, C, E, F1, and G. 1.2.1.8 Electrical improvements o Demolition and replacement of main plant switchgear in a new power building. o Demolition and replacement of unit substation 1 (USS-001) including two new transformers. o Construction of new unit substation 2 (USS-002) to power reclaim and solids PPs. o Demolition and replacement of medium voltage transformer serving Oak Knoll / Field PP. o Replacement of the existing automatic transfer switches (ATS) feeding existing motor control center 3 (MCC-003). o Installation of new battery system inside the chemical building. o Installation of additional metering for existing standby generator. o Demolition and replacement of electrical equipment inside the flocculation dry well(s), reclaim PP, and solids PP. 1.2.1.9 Site improvements including new paving and grading, stormwater system modifications, lighting, security cameras, and fencing. 1.2.1.10 Construction of electrical, communications, chemical, and utility tie-ins, as required to complete the project. 1.2.2 Installation of seismic accelerometer and uninterruptable power supply (UPS) at shore of USL reservoir. 1.2.3 Installation of all work related to the Chemical Systems Safety Improvements at the Upper San Leandro Water Treatment Plant and Sobrante Water Treatment Plant: 1.2.3.1 Demolition and replacement of chemical feed systems for primary coagulant, coagulant polymer, treatment-aid polymer, sodium hypochlorite, ammonia,caustic soda, and fluoride, including bulk tanks, pumps, and chemical piping from truck unloading to chemical injection. 1.2.3.2 Installation of temporary chemical feed and storage systems for plant operation during construction of these improvements. 1.2.3.3 Installation of other improvements related to chemical, worker, and environmental safety including: emergency power, fire alarm systems, sprinkler systems and fire sprinkler bracing, emergency eyewash/shower (EES), emergency panic hardware, spray shields, signage and egress, gas detection, chemical leak detection, ventilation improvements, chemical tank roof vents, cable tray bracing, secondary containment for bulk chemical storage, chemical resistant coatings, chemical piping secondary containment, chemical injection quills, chemical tank separation, truck unloading area improvements, and miscellaneous structural, civil, and electrical improvements and modifications. Engineer's Opinion of Probable Total Project Construction Cost $128 to $164 million Engineer's Opinion of Probable Excavation Support Subcontractor Work Cost $5 to 7 million. *The value for this project is based on a financial range.
