Renovation of a laboratory facility in Beaufort, North Carolina. Completed plans call for the renovation of a laboratory facility.

The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS), National Centers for Coastal Ocean Science (CO-OPS), Beaufort Laboratory located at 101 Pivers Island Road, Beaufort, NC 28516, has a requirement for replacement of fifteen (15) commercial grade windows of various sizes due to deterioration and leakage. The NAICS code for the work described below is 238150, Glass and Glazing Contractors with a Size Standard $16.5 Million. The project shall be completed one hundred-twenty (120) days after notice to proceed and will be set aside for Small Businesses. The estimated magnitude of this project is greater than $25,000. This project has the following major components. o Remove and replace fourteen (14) existing window frames on second floor with fourteen (14) new bone white finish window frames. o Remove and install fourteen (14) existing windows on second floor with fourteen (14) System EFCO 526 or equivalent thermal impact rated store front windows, approx. 70" height and 48" wide. o Remove and replace one (1) existing window frame on first floor with one (1) new bone white finish window frame. o Remove and install one (1) existing windows on first floor with one (1) System EFCO 526 or equivalent thermal impact rated store front windows, (part of one composite 4-piece window unit) of the following sizes: o One (1) window approx. 70" height and 48" wide. o Two (2) window approx. 70" height and 42" wide. o One (1) window approx. 70" height and 16" wide. The solicitation will only be available online; offerors must access the Contract Opportunities website via www. sam.gov. All responsible sources may submit a bid which shall be considered. Additional questions may be emailed to the Contract Specialist at tamico.little@noaa.gov A contract issued as a result of this solicitation shall incorporate the Department of Labor General Decision Number NC20220062, dated February 25, 2022. All questions must be submitted in writing to tamico.little@noaa.gov by 11:00 A.M. Eastern on July 1, 2022. Telephone inquiries will not be honored. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on July 11, 2022. Quotes must be submitted electronically via e-mail to tamico.little@noaa.gov. The anticipated award date is on or about July 22, 2022. Offerors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this solicitation is posted). The Government does not accept responsibility for non-receipt of quotes. It is the Contractor's responsibility to request and receive a confirmation of the quote receipt. ** Please note: Upon contract award and before any service begins, the contract issued requires the Contractor to provide evidence meeting the NOAA Sexual Assault and Sexual Harassment Prevention and Response Policy in accordance with the NOAA Acquisition Manual (NAM) Contract Clause 1330-52.222-70.** The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the Lowest Price Technically Acceptable Offer (LPTA). Technically acceptable is defined as the offeror's ability to meet all the requirements/salient characteristics identified in the Statement of Work/Specification and the offeror's demonstrated ability to perform the contract successfully through Past Performance. Only the lowest priced offer will be evaluated for technical acceptability. If the lowest priced offer is found not to be technically acceptable, then the next lowest priced offer will be evaluated. This process will continue until a technically acceptable offer is identified; not all offers will be evaluated. The following factors shall be used to evaluate offers: (1) Technical, (2) Past Performance, and (3) Price The anticipated award date is on or about July 22, 2022. .
