Demolition, site work and new construction of a municipal facility in Olympia, Washington. Completed plans call for the construction of a 59,000-square-foot, four-story above grade municipal facility.
As of June 28, 2022 a construction manager has been awarded and bid package #3 is currently out to bid. Mechanical and Electrical subcontracts bid in the first quarter of 2022. The existing three floors (two-story and basement), 25,000 gross square foot Newhouse Building was constructed in 1934. The building has significant health and life safety hazards and must be replaced. It currently houses Senate offices and Senate legislative functions, including the joint legislative page school. The existing Newhouse Building will be demolished and a new replacement office building will be built on the west block of Opportunity Site 6 as shown in the LCM Predesign Report; new parking and site improvements will be built on the east block of Opportunity Site 6 after street vacation, demolition, and site preparation combines the two blocks. The LCM Predesign Report published February 05, 2021 identifies the preferred alternative solution for the programmatic needs identified in discussions with members and staff and observation of existing conditions. The proposed solution is a four-story building matching the height of the Cherberg and OBrien buildings. Floors three and four will provide Senate member offices, support functions and caucus space. The second floor has Senate Administration space, Legislative Ethics and the joint legislative Page School. The ground floor has space for Senate Security and Legislative Support Services. The Newhouse building should be a cost-effective, high-performing, and energy-efficient facility. Chapter 334, Laws of 2021 (ESSB 5092, Sections 1111 and 6024), define statutory specifications and set specific requirements for Newhouse Building Replacement including net zero-ready with an energy use intensity (EUI) of no greater than 35. It is anticipated that a rooftop photovoltaic installation may be included to offset the energy use of the building. The project must meet the U.S. Green Building Councils Leadership in Energy & Environmental Design (LEED) for New Construction at a minimum of LEED Silver level certification through the process of the Green Building Certification Institute (GBCI) Project ScopeThe Newhouse Building Replacement project scope includes two subprojects that must be tracked and billed separately. Descriptions of the two separate subprojects follow. 1. The Newhouse subproject scope includes: A. Demolition of existing Newhouse Building (located at 215 Sid Snyder Avenue SW) on the west block of Opportunity Site 6; B. Possible demolition of two existing residential structures on the west block of Opportunity Site 6 (Ayer House at 1417 Columbia Street SW and Carlyon House at 201 Sid Snyder Avenue SW) if not removed prior to December 31 2021 through separate RFP (project 2021-244). Note: If houses are removed by deadline, Newhouse GC/CM will demolish basements and site improvements that remain on house sites; C. Demolition of existing parking, landscaping, and site improvements on west block of Opportunity Site 6; D. Location, removal, or relocation of existing utility lines and service; E. Construction of Newhouse Building Replacement with parking, landscaping, and site improvements
