As of November 1st, 2022 this project has been awarded to a general contractor. Construction work is expected to begin in January of 2023. This project involves increasing the capacity of the Walnut Creek Water Reclamation Facility (WRF) from 8 MGD to 14 MGD by constructing a new 6 MGD membrane biological reactor (MBR) treatment plant adjacent to the existing 8 MGD land application system treatment plant. In general, the project will consist of the following major work items: 1. Upgrade existing Influent Pump Station 2. New 14 MGD MMADF headworks 3. New 6 MGD MMADF headworks 4. New MBR treatment process 5. New ultraviolet disinfection system 6. New plant water system 7. New low-profile cascade aeration system 8. New effluent outfall line 9. New autothermal aerobic digester (ATAD) facility 10. Modifications to existing ATAD facility 11. New solids blending tank 12. New solids dewatering building 13. New solar dryer 14. New chemical storage facilities for alum, sodium hydroxide, and ferrous sulfate 15. Two new plant drain pump stations 16. New compliance laboratory building 17. Miscellaneous site work All qualified contractors are invited to bid on this project; however, the Owner will adjudge qualification based on the Bidders Statement of Qualifications submitted with the bid. Bidders are required to have a State of Georgia Utility Contractor License. This project is a Federally Assisted State Revolving Fund Loan construction project and Bidder shall be subject to the conditions set forth in the Contract Documents. Each bid must be submitted on the bid form in the contract documents, in accordance with the Instructions to Bidders. No interlineations, additions or deletions shall be made in the bid form by the Bidder. Each bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the Owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the Owner in an amount equivalent to five percent (5%) of the total amount payable by the terms of the contract. Each Bid must also be accompanied by a notarized non-collusion affidavit for the Bidder. Out-of-state corporations and other entities must submit evidence of authority to conduct business in Georgia as an out-of-state entity. The Owner will in no way be liable for any costs incurred by any Bidder in the preparation of its Bid in response to this Advertisement for Bid. The successful Bidder will be required to furnish performance and payment bonds with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms attached to the Agreement. The successful Bidder will also be required to furnish an oath pursuant to O.C.G.A. 36-91-21 from every person who procures the Agreement. The terms and time for payment are set forth in the Agreement. All Bids will remain subject to acceptance for sixty (60) days after the day of the Bid opening, but Owner may, in its sole discretion, release any Bid and return the Bid security prior to that date.
