PROJECT NUMBER: NM FLAP SIE 10(1) PROJECT NAME: LAKESHORE ROAD PROJECT DETAILS: The proposed Lakeshore Road project is needed to improve safety for motorists and pedestrians using Lakeshore Road and to enhance long-term public access to recreation areas located within Elephant Butte State Park and Elephant Butte Reservoir. The project is needed to improve drainageways that cross Lakeshore Road at four separate locations. This project will be constructing new box culverts and bridges to prevent significant roadway damage and closures during heavy rainfall. Lakeshore Road provides visitors with access to a variety of public areas located on the northern side of Elephant Butte Reservoir including general reservoir access. Improvements to the road would provide a safe and reliable access for vehicles, bicycles, and pedestrians traveling to Elephant Butte Reservoir. All the work is occurring in cultural and natural resource sensitive areas and there are numerous environmental constraints that will affect the construction schedule and type of operations. SCOPE OF THE WORK: The proposed project includes replacing the existing culverts at four separate locations (Site 1 through 4) along Lakeshore Road with new culverts or bridges. Site 1 at Hot Springs Landing, the proposed drainage improvements at this location will consist of replacing the existing culverts with double 10 ft wide x 5-ft-high x 144-ft-long concrete box culvert with riprap outlet for energy dissipation. The culvert will be placed at a skewed angle to adequately align with the existing drainage patterns. An approximately 1000-foot segment of Lakeshore Road will be resurfaced to accommodate two 11-footwide travel lands and 1-foot-wide shoulders with a graded ditch. Site 2 at Rock Canyon, the proposed drainage improvements at this location consist of replacing the culverts with double 10-ft-wide x 5-ft-high x 123-ft-long concrete box culverts with riprap outlet for energy dissipation. Site 3 - Long Point, improvements at this location will consist of shifting the alignment of Lakeshore Road to the west to improve sight distance and straighten the horizontal curvature of the roadway. An approximately 700 linear foot segment of Lakeshore Road would be reconstructed to the west of the existing Lakeshore Rd alignment to accommodate two 11-foot-wide travel lands and 1-foot-wide shoulders with a graded ditch. A new 70-ftlong span bridge would be constructed along the realigned segment of Lakeshore Road to convey the ephemeral drainage. Site 4 - Cedar Canyon, the proposed drainage improvements at this location will consist of replacing the existing 5 culverts with a 110-foot-long span bridge. The existing roadway embankment and 5 culvert structures would be obliterated and removed to accommodate the new bridge.
