Professional construction services to include but not limited to: A. Provisions of Construction and Safety Signs stated in the General Requirements Section of the Specifications III. Acronyms: 3. Glossary: Acronyms used in this SOW are listed below for easy reference: A. CO Contracting Officer B. COR Contracting Officer's Representative C. FAR Federal Acquisition Regulation D. OSHA Occupational Safety and Health Administration J. NTP Notice to Proceed K. MVAMC Miami Veterans Affairs Medical Center IV. GENERAL: This project scope is to renovate existing and construct new Sterile Clean Storage Rooms (SCSR) according to the new Veterans Health Administration (VHA) standards. This shall include all architectural items affected such as wall, tiles, paint, door, frame, and flooring. Also, shall include all electrical, mechanical, and plumbing needs such as source determination and connections. This project shall address any asbestos remediation under the existing floor or on any duct work that may be exposed during the construction as well as revision and upgrade of the electrical and Heating Ventilation Air Conditioning (HVAC) systems serving the area to meet all codes, standards, and The Joint Commission regulations. Provide the necessary equipment, infrastructure, and renovations need to bring the SCSR closets in compliance with humidity and temperature requirements. 4. Miami VAMC intends to issue a construction contract. The work will include but not limited to: A. Construction Services: The Contractor shall provide all labor, transportation, materials, equipment, and supervision required to Renovate Sterile Clean Storage Rooms. B. Construction activities as per the provided 100% construction documents and specifications. See Summary below. The rooms are as follows: A711, A712, B724, D708, B317a, B337c, B1208, B1214, C307, C309, C803 2A152, 2A157c, 1B117 Renovate room currently not in use for Reusable Medical Equipment (RME) to be compliant for RME storage: 1B147 B616 (this may include work to convert A605 for housekeeping storage, and work to convert B637 for use as a soiled utility room) Major Project Areas: a. Installing new hydronic piping ( 3/4 "Heating Hot water Supply and Return and 3/4 " Chilled Water Supply and Return lines). Tie into existing infrastructure loop system. b. Installing 13 new fan coil units(one for each proposed room). c. Installing 13 supply thermal cooling units(one for each proposed room). d. Install new ducting to support new unit installs(new supply ducts). e. Removing existing flooring (required potential asbestos abatement). f. Removing some drop ceiling constructed rooms and rebuilding ceiling with hard surface. g. Painting (anti-microbial Paint) and patching (may require plastering) required in each room. h. Installation of adequate countertops and sinks. i. Potential re-configuring of redesigned sprinkler system in rooms with new hard ceilings. j. Install new sensor in rooms and run back to Siemens Energy Management System in Graphic Control Room. Temp, Pressure and Humidity sensors in each room. PC (ATU controller), FE (Air Flow Controller), TE (Discharge Temp Sensor), and (Thermostat). New controls will have to communicate with Graphic Controls Center. k. Contractor shall commission each system room. New electrical will need to be run to each new unit. Electrical runs will be to closest electrical room. Scope also includes the following items: l. Asbestos remediation/removal under the existing floor or any duct work areas. m. Upgrade of electrical to meet new supply unit configurations. n. Upgrading of HVAC Systems to provide acceptable positive pressure in each room. o. Replacement of flooring to new vinyl composite tiles. p. Replacement of existing ceiling tiles rooms to hard ceiling. q. Painting (anti-microbial Paint) and patching. r. Installation of adequate countertops and sinks. s. Installation of adequate lighting fixtures and outlets as needed. t. Contractor to perform pretest and balancing of all involved diffusers, grilles, Variable Air Volume (VAV) boxes and mixed boxes, prior to construction. Any existing VAV boxes or mixed boxes that are to remain must be rebalanced and tested. u. Contractor shall seal all openings for ductwork and piping with fire caulking, unless otherwise stated(refer to wall rating legend). v. Pendent sprinklers are rendered ineffective when ceiling in which they are located is removed. Rerun and install fire sprinkler for each room to meet fire code requirements. w. New Electrical Runs: Provide 3#10 and 1#10 ground in 3/4 " conduit panel. Provide 3P, 20A circuit breakers. Provide electrical to new units. x. Remove and dispose of existing ductwork. Patch wall penetrations to match existing. Contractor will need to coordinate new ductwork with existing ductwork in ceiling. y. Install new Fan Coil Units and supply thermal units (cooling only) per drawings. Provide and install 4-pipe fan coil unit. Coordinate exact location, height, with existing wiring, and ductwork. Refer to schedule for airflow and hydronic water flow requirements. Chilled water and Hot water piping. Provide with hot water coil, 3way valve, circuit setter, provide with drain pan and secondary shutoff switch, provide condensate pump, motorized modular valve, provide 24V motor controls and overflow switch, Connect to closest electrical panel. Run new 3/4 " Hot Water Supply piping, and 3/4 " Chilled Water Piping to new units. Provide and install pressure controller displays on corridor side of wall. Provide and install associated pressure sensors. Pressure controller shall tie-into existing Siemen Building Management System (Graphic Controls). Will have Temp, Pressure and Humidity sensors in each room. PC (ATU controller), FE (Air Flow Controller), TE (Discharge Temp Sensor), T (Thermostat). Each unit shall be controlled with dedicated unit with standalone controller (tied into Energy Management System). All thermal units shall be pressure independent with velocity resets. All units shall be capable of Variable Air Volume or some may be constant volume. Maintain positive pressure in room. Dehumidification is controlled through a wall mounted humidistat installed in space. 2. RFI are due Thursday July 7, 2022, at 1:00 PM ET. 1. A site visit is scheduled for 10:00 AM, Tuesday July 5,2022, the West Patio, 1201 NW 16th Street, Miami, FL. 33125. Project Title: Renovate Sterile Clean Storage Rooms. Project Number: 546-18-106. Project Magnitude: IAW FAR 36.204 between $500,000.00 and $1,000,000.00 This solicitation will be evaluated in accordance with FAR 15.101-1 - Trade-Off Process. This acquisition is a 100% Total Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB). Those companies submitting a proposal will be verified for SDVOSB status at https://www.vetbiz.va.gov. Bruce W. Carter Miami VA Medical Center is a smoke free facility. Contractors, to enter the Medical Center you must have a picture ID. All contractors are required to wear a face mask in accordance with Guidelines. Prior to entering the medical center all contractors will be screened in accordance with Guideline. The VA will NOT provide any PPE. Funds are not currently available for this procurement.
