The Town of Milton is seeking a construction management firm for the Milton DPW Highway Facility Project. Attached to this posting are the following documents: Construction Manager RFQ Draft Site Plan Town of Milton Standard Terms and Conditions Milton's DPW Highway Garage Relocation Committee's Final Report Written questions are due by Thursday, July 14, 2022, 2:00 PM. The Town of Milton is requesting Statements of Qualifications (SOQs) from professional Construction Management Firms (CM) for planning and construction of a new Milton Department of Public Works Highway Facility. The CM scope of services is anticipated to include plan review and input of architectural and engineering designs, field investigation, cost estimating based on designs, and construction services. Once a CM is selected, a scope of work and fee will be negotiated. The Town of Milton's current Department of Public Works (DPW) Highway Facility is located on Ice House Road, adjacent to Arrowhead Lake Dam and the Lamoille River. This location provides a centralized site to access the town for general maintenance and snow plowing, however, there are several drawbacks associated with the location and the garage itself. The location is too close to the Lamoille River, and not an ideal location to store salt and liquid chloride for winter operations and maintenance. The building was constructed over 70 years ago, and was never meant to be a DPW facility. The structure is too small to house all of Milton's heavy equipment, does not have a wash down bay, and has numerous other deficiencies. The new facility will be located on a 6.7-acre parcel adjacent to Bombardier Park, off Park Place, and adjacent to the Town of Milton Municipal Complex. See attached draft site plan. On Town Meeting Day 2022, Milton voters passed a $5.5M dollar bond to construct a new public works facility. Additionally, there are ARPA funds and other grants/monies available to assist the town in paying for this project. The project consists of the structural, mechanical, electrical, plumbing, HVAC, etc., design and construction of a new, 30,000 square foot public works building. The town is currently working with Krebs & Lansing Consulting Engineers on geotechnical investigations and site improvements, including bringing water and wastewater infrastructure to the project site. Additionally, the Town will be contracting with an Architect/Engineering consultant, who will be responsible for working with the CM during the design phase of the project. The concept of having a CM under contract during the design phase of the project, is to save time and money by providing constructability insight, review and cost estimating during the initial stages of the project. The team of the Town of Milton DPW, Town Engineer, Town Manager, Design Architect/Engineer, Civil Engineer, and Construction Manager will work together during all phases of the project to provide a project completed on time, with quality, and within budget. The Scope of Work for this project includes the following tasks, but is not limited to: 1. Architectural/Engineering design plan review. The CM will be expected to provide constructability evaluation of designs, and provide input and insight into the design plans which may improve the design, constructability and cost savings of the project. 2. Cost estimating during the progression of preliminary and final design through the preparation of construction documents. 3. Permitting (trades). 4. Work with the project team in developing a realistic project schedule. It is understood the schedule will likely be dictated by material availability, lead times, and delivery challenges. 5. Construction of the project, including the oversight of subcontractors. 6. Other tasks the CM firm deems necessary to complete the project. Once a CM firm is selected, the exact scope of work and fee will be negotiated. It is the Town's desire to have the design and construction of the project completed by October 2023. Once an architect/engineer and construction manager are under contract, the project team will develop a schedule to meet this project completion end date. The CM shall submit a proposed schedule for the project, with the Town understanding it may change based on material availability and other factors. All CM firms will be required to prepare an SOQ for this submission. In order to be considered responsive to this RFQ, each submittal must conform to the following requirements. The consultant shall: 1. Submit SOQ (see requirements below). a. Statement of Qualifications i. The SOQ should demonstrate the CM firm understands the intent and scope of the project, the character of the deliverables, the services required for their delivery, and the specific tasks to be performed in the course of supplying the services. Additionally, the qualifications of the CM firm to supply the required services must be demonstrated. ii. CM firms will be evaluated on technical expertise and past performance. To assist with the evaluation, the following information shall be provided: 1. Cover letter. The cover letter shall provide a brief introduction along with an overview of the CM firm's understanding of the nature of the project and general approach to be taken. 2. Introduction to the CM Firm. SOQs shall include the following information relative to their firm. Similar information must be provided for each sub-consultant/sub-contractor of each member of a joint venture. a. Firm name and business address, including telephone number and email contact for the proposed project manager. b. Indication of whether the firm is licensed to do business in the State of Vermont, which is a requirement of this project. c. A description of the firm's general qualifications, including experience with similar types of projects. 3. Qualifications and experience of key staff members for this project. Firms shall identify the proposed Project Manager to be assigned to this project, and include the function and/or responsibility of each identified individual. A resume(s) of the proposed Project Manager and individuals proposed to work on the project shall be provided, with emphasis on previous experience on similar projects. 4. References. The CM firm shall submit names, addresses, and phone numbers of at least three references familiar with the consultant's ability, experience, and reliability in the performance and management of projects similar in nature. An acknowledgement email will be sent to all firms submitting an SOQ. Questions about the project should be submitted in writing, and directed to David Allerton at the above email address. All questions must be submitted in writing by Thursday, July 14, 2022 by 2:00 PM. A response to questions will be provided as an Addendum if necessary, and will be found on the Town's website. All SOQs must acknowledge the receipt of any addenda issued for this project. All SOQs upon submission become the property of the Town of Milton. The expense of preparing and submitting an SOQ is the sole responsibility of the CM. The Town reserves the right to reject any or all SOQs received, to negotiate with any qualified firm, or to cancel in part or in its entirety this RFQ if it is in the best interest of the Town. This solicitation in no way obligates the Town to award a contract.
