South Water Reclamation Facility North Plant Blower Building and WinCC Upgrade Question Submission Deadline January 22, 2024, 4:00pm 98016, 1555-0044 Questions concerning this solicitation shall be submitted via email to michelle.black@ocfl.net in accordance with the deadline for questions: Wednesday, July 20, 2022 at 5:00 pm EST. The Orange County Procurement Division operates under the leadership of Carrie Mathes, MPA, NIGP-CPP, CFCM, CPPO, CPPB as Procurement Division Manager and Chief Procurement Official in accordance with the Orange County Ordinance. This project includes installation of actuators for air valves to increase blower efficiency, and conversion to WinCC programming. This Contract is for execution of the SWRF North Blowers & HMI Upgrades Project, as shown on the Drawings and specified herein. The Work consists of furnishing all labor, equipment, and materials for the construction of the facilities consisting of, but not limited to the following: 1. Replacement of 17 existing butterfly valves with new butterfly valves and new electric valve actuators in the North Blower Building, plus replacement of one existing valve actuator on Blower #5 intake pipe with a new electric valve actuator, including furnishing all miscellaneous work and incidental items, as shown on the Drawings. 2. Installation of all electrical and SCADA system components to supply electrical power to the valve actuators and connect with the SRWF control and instrumentation network, including modifying PLC-03B program for automated blower starting /stopping. 3. Install a new switchboard and automatic transfer switch in the North Blower Building. 4. Modify existing MCC-USAA and MCC-USAB to feed new transfer switch. 5. Replace existing HMI servers with new server hardware. 6. Migrate existing iFix system to new WinCC system with new database and graphics. 7. Relocate server equipment to newly designated server room. 8. Install new UPS lighting panel in new server room for server circuits. 9. Modify PLC programs to accommodate new HMI graphics. 10. Testing of installed systems. 11. Restoration and clean-up. Question Submission Deadline January 22, 2024, 4:00pm
