The Town of Black Mountain (hereinafter referred to as the Town) invites qualified contractors or firms having sufficient experience in the development of municipal recreation master plans. There is no expressed or implied obligation for the Town to reimburse contractors or firms for any expenses incurred in preparing proposals in response to this request. The specific details shown herein shall be considered minimum unless otherwise shown. The specifications, terms, and conditions included with this RFP shall govern in any resulting contract(s) unless approved otherwise in writing by the Town. The bidder consents to personal jurisdiction and venue in a state court of competent jurisdiction in Buncombe County, North Carolina. The Town is requesting proposals for the development of a comprehensive recreation master plan. The Town is seeking to expand and update its recreation programs, facilities, parks, and services to better serve its growing population. The planning process will be largely supported by the recreation department and guided by the Towns commitment to transparency, community engagement, and a participatory master planning process. The Town of Black Mountain is located in the eastern portion of Buncombe County within the Swannanoa River Valley at an approximate elevation of 2,400 feet. The Town was incorporated in 1893. The current population is approximately 8,471. Black Mountain was originally known as Grey Eagle and later named for the range of mountains that border the town to the north. At the time of incorporation, the Town had become a major pathway for westbound immigrants, commercial trade, and the mountain railroad. This strategic location helped establish Black Mountain as one of the most prosperous and picturesque communities in the state. The Town seeks a proposal for the development of a comprehensive recreation master plan intended to identify the current state of recreation parks, facilities, programs, and services to drive future planning and growth through citizen input, with consideration from national and state trends. A successful plan should include: Analysis of existing parks, facilities, programs and services Public input documents, surveys, questionnaires, internet/social media outreach and overall community needs assessment. Coordination and facilitation of any public workshops, and public hearings. The contractor or firm will work with the Town to determine the appropriate community engagement activities. Future recommendations and final plan; a prioritized action plan and statement of capital improvement costs. The final comprehensive recreation master plan shall include accompanying visuals for presentation to staff, recreation commission, community stakeholders, and elected officials. Each proposal must be submitted in a sealed envelope plainly marked as follows: Town of Black Mountain Recreation & Parks Department - PROPOSAL RESPONSE - COMPREHENSIVE RECREATION MASTER PLAN Questions: Questions may be submitted, by email or phone, to Recreation & Parks Director Joshua Henderson at joshua.henderson@tobm.org or at 828-767-0064. The Town will evaluate the contractor or firm on technical understanding of the area of practice; the ability to perform the proposed work; ability to complete the project in a given timeframe; ability to maintain communication with town staff; and ability to involve partners/stakeholders. The contractor or firm best meeting the Towns expectations for experience, qualifications and cost requirements will be selected. The Town Manager and Recreation & Parks Director will review the proposals on Monday, August 8, 2022 after which time the contract will be awarded. August 2022 - Contract executed and project timeline created September 2022 - Project begins December 2022 - Estimated project completion Upon selection, a professional service contract shall be prepared and negotiated and fully executed before work is initiated. The Town reserves the right to dismiss any part or all of the contracted terms, when in the Towns opinion the project is not moving as scheduled or is hindered in any way by the action or performance of the contractor/firm. Unless authorized by the Town Manager, no other Town Official or employee is empowered to speak for the Town with respect to this RFP. The right is reserved to reject any or all bids and to waive all informalities concerning bid, or award bid to the lowest responsible bidder or bidders, taking into consideration qualifications, quality, performance and the time specified in the proposals before the performance of the contract. The method of contractor selection has not been determined at this time.
