Each bid must be submitted in a sealed envelope bearing on the outside the Name and Address of the Bidder. Any bid received not bearing the above information will automatically be rejected. Bids may be held by the Department of Planning and Community Development for a period not to exceed thirty (30) days from the date of openings of bids for purpose of reviewing the qualifications of the Bidder prior to awarding the contracts.Attention of bidders is particularly called to the requirements as to conditions of employment and Federal labor standards to be observed and minimum wage rates to be paid under the Contract. (a) Davis-Bacon and related Act (DBRA) wage rates (c) will apply to this project.
