This Request for Proposals (the "RFP") is an invitation by The Corporation of the Town of The Blue Mountains (the "Town") to prospective Proponents to submit proposals for Supply and Delivery of UV Equipment for the Thornbury Wastewater Treatment Plant Expansion Phase 1A, as further described in Section A of the RFP Particulars (Appendix B) (the "Deliverables"). The Town is undertaking upgrades to the Thornbury Wastewater Treatment Plant (TWWTP) to increase the current rated capacity from 3,580 m3/d to 5,330 m3/d. The TWWTP is an extended activated sludge system with screening, grit removal, aeration, secondary clarification, and disinfection prior to discharge of the treated effluent to the Beaver River. There is a single channel ultraviolet disinfection (UV) facility at the TWWTP. The UV facility was originally constructed in the 1990's. In 2017, modifications were made to replace the original UV system with a new UV system. Two UV banks (one duty, one standby) designed to accommodate peak flows of 7,169 m3/d (initially) and peak flow of 17,000 m3/d (ultimately) were installed. Over the years the Town has experienced significant hydraulic issues with the existing UV facility. The Town wishes to make modifications to the existing UV facility and to replace the existing UV system. Modifications to extend the basement area of the existing UV facility will be made. The upgraded UV facility will provide disinfection of the secondary effluent and for effluent from the existing lagoons. The installed UV equipment must provide disinfection to meet the Ministry of Environment, Conservation and Parks (MECP) Environmental Compliance Approval (ECA) effluent limits as set out in the technical specification. The Proponent may not claim at any time after the submission of the Proposal that there was any misunderstanding of the terms and conditions of the Contract relating to Site conditions.
