Product/Service Code: Z2LB Product/Service Description: REPAIR OR ALTERATION OF HIGHWAYS/ROADS/STREETS/BRIDGES/RAILWAYS Delivery: 180 Days After Notice to Proceed Period of Performance: 09/13/2022 to 03/12/2023 Section A: Solicitation/Contract Form This solicitation is a Request for Quote (RFQ) Solicitation for pavement resurfacing and ADA improvements at Brown v Board of Education National Historic Site in Topeka, Kansas, Kansas, in accordance with the Specifications and is issued on Standard Form (SF) 18. Award of this contract will be made according to FAR Part 13 Simplified Acquisition Procedures. All references to "proposal," "offer" or "bid" in this solicitation shall be understood to mean "quotation." The Government will evaluate all Quotations in an impartial manner and consideration will be given to those with the highest perceived value to the government based on responses to the evaluation factors identified in Section M. Special Notice for Contractors Submitting Quotes Signing of the quotation shall be deemed to be a representation by the quoter that contractor owns, operates, or maintains a place of business, regularly engaged in construction projects that include having staff with experience required to perform the work described in this solicitation. Quoted price must include all materials/labor/work/taxes to complete work outlined in the SOW. Contract Administration Data (a) Contact Information: Contract Specialist/Contracting Officer Bridget Parizek Bridget_Parizek@nps.gov National Park Service-MWRO MABO 601 Riverfront Drive Omaha, NE 68102 (b) The Contracting Officer (CO) is the only person authorized to approve changes or modify any of the requirements under this contract and notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely with the CO. In the event the contractor effects any such change at the direction of any person other than the CO, the change will be considered made without authority and no adjustment will be made in the contract price to cover increase in costs incurred as a result thereof. (c) Contractual problems, of any nature, which might occur during the life of the contract, must be handled in conformance with very specific public laws and regulations (e.g., Federal Acquisition Regulation), and must be referred to the CO for resolution. Only the CO is authorized to formally resolve such problems. Therefore, the contractor is hereby directed to bring all such contractual problems to the immediate attention of the CO. (d) Any request for contract changes/modifications shall be submitted to the CO in writing. (e) All correspondence concerning this contract, such as requests for information (RFI), explanation of terms, and contract interpretation, shall be submitted to the CO. FINAL PAYMENT Final payment will be made only after receipt of all payrolls to include subcontractors, SF 1413 Statement of Acknowledgement for each subcontractor, project schedule, updated progress reports, material submittals, test reports, as-built drawings, and release of claims. Contractor must provide a signed copy of the 'Release of Claims' to the Contract Administrator upon submittal of final invoice. UTILITIES General: Cost or use charges for temporary facilities shall be included in the Contract Sum as required. Water Service: Water from existing water system is not available for use without metering and without payment of use charges. Provide connections and extensions of services as required for construction operations without any additional permit costs. Use resources wisely and minimize waste of water. Electric Power Service: Electric power from existing system is not available for use without metering and without payment of use charges. Provide connections and extensions of services as required for construction operations without any additional permit costs. Power may or may not meet your construction power tool requirements, provide generators if questionable. Use power in a resourceful manner and avoid excess power waste. Toilets: Contractor provided for contracting personnel, sufficiently lighted and ventilated toilet facilities in weatherproof, sight proof, handicap accessible (if required), sturdy enclosures with privacy locks. Coordinate with COR for approved location if not shown on the attached site plan. OCCUPATIONAL SAFETY AND HEALTH ACT (OSHA) INSPECTIONS The contractor shall be subject to inspections under the OCCUPATIONAL SAFETY AND HEALTH ACT (OSHA) program by inspectors of the Department of Labor. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
