Site work and renovation of a water / sewer project in Mosier, Oregon. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
The Project generally consists of the construction of a groundwater well and pump station to support operation of the City's potable water system. The project scope will be completed in two parts. Part A of the project will include the drilling, development and regulatory approval of the proposed wellhead for potable water use. Part B of the project will include the construction and equipping of the well for connection to the City's water system, complete with site and utility improvements, mechanical electrical, and automatic control systems. The well pump station, herein referred to as the Water Source Improvements will be located within an easement on private property adjacent to Mosier Creek and Mosier Creek Road and near the City's existing Well No. 4 facility. The work includes furnishing all necessary labor, materials, equipment, tools, and guarantees to construct the Water Source Improvements as specified within the Contract Documents. About 0.4 miles up Mosier Creek Road from 3rd Street (Approx. Coordinates 45.6755, -121.3845). Failure to submit the required first-tier subcontractors list within the required two hours of the date and time for the receipt of bids will disqualify the bidder from further consideration. This project is public work and is subject to Oregon prevailing wage rates in accordance with ORS 297C.800 through 279C.870. This project is funded in whole or in part through the U.S. Department of Agriculture Rural Development, Rural Utilities Service. Special equal opportunity requirements imposed by that agency are contained in the bid documents, and bidders are cautioned to examine them carefully in preparing their bids. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Contractors must be qualified in accordance with the applicable parts of ORS Chapter 279C in order to enter into a contract with the Owner for public work in Oregon. Prequalification is not required, but bidders are required to complete a statement of bidder's qualifications on the forms provided. The Owner will investigate and determine the qualifications of the apparent low bidder as part of its evaluation of the lowest responsive and responsible bid. This project is a public works project subject to ORS 279C.800 - ORS 279C.870. No bid will be received or considered by the Owner unless the bid form contains, or is accompanied by, a statement by the bidder, as a part of the bid that the provisions required by ORS 279C.838 and 279C.840 pertaining to prevailing wages shall be included in this contract. Contractor licensing under ORS 468A.720 for asbestos abatement is not a requirement of this project. Each bid must contain a statement as to whether the bidder is a resident bidder as defined in ORS 279A.120. Prior to submission of its bid, the bidder shall be registered with the Oregon Construction Contractor's Board in accordance with the provisions of ORS 279C.365, and thereafter comply with the requirements of ORS 701.005 to 701.137. Each proposal must be submitted on forms prescribed by the Owner and accompanied by a certified check, cashier's check or bid bond in an amount equal to 10 percent (10%) of the total amount bid. The successful bidder will be required to furnish a faithful performance bond and a labor and material payment bond each in the amount of one hundred percent (100%) of the amount of contract. Evidence of workers' compensation insurance will be required before the work shall commence. The Owner reserves the right to cancel this solicitation, reject any and all bids not in compliance with all prescribed public contracting procedures and requirements, including bidder responsibility under ORS 279C.375 (3) (b), and may reject for good cause any and all bids upon the Owner's finding that it is in the Owner's or the public's best interest to do so. The Owner reserves the right to waive informalities and to award a contract to the qualified lowest responsive and responsible bidder. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. Attendance at the pre-bid conference is encouraged but not required. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
